January 28, 2002 Page 276 <br /> <br /> Mr. Clifton explained that the City of Concord plans to construct a water <br />pump station on Highway 73 East to boost water pressure in that area of the <br />county, which includes the Expo property. <br /> <br /> There being no other persons to address the Board, Chairman Freeman closed <br />that portion of the meeting. <br /> <br />COMMISSIONERSDISCUSSION & RESPONSE TO INFORMAL PUBLIC COMMENTS <br /> <br /> Commissioner Privette reported that Dr. Harold Winkler, County Schools <br />Superintendent, had stated at the Cabarrus County Educational Foundation meeting <br />that the County Commissioners had provided $253 million for new school <br />construction and renovation in the last six years and in that time the tax rate <br />had gone from 70 cents to 56 cents. According to Commissioner Privette, this is <br />a clear indication of "putting kids first." <br /> <br /> Commissioner Suggs reported that he had recently toured the Kannapolis City <br />Schools and was surprised at the poor condition of some of the buildings in that <br />system. He stated the County should plan to work with the Kannapolis School <br />system and support funding to bring those schools up to par. Further, he <br />commented on the need to further cut taxes in Cabarrus County. <br /> <br /> Commissioner Privette reported that Rowan County is considering a school <br />bond referendum of approximately $100 million in November 2002. He indicated <br />that Rowan County should be responsible for funding 25 percent of construction <br />costs for the Kannapolis City Schools since 25 percent of that system's students <br />reside in Rowan County. <br /> <br />REPORTS <br /> <br /> The Board received the Annual Report 2000-2001 for the Cabarrus County <br />Parks and Recreation Department. <br /> <br />CLOSED SESSION <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner 'Privette and <br />unanimously carried, the Board moved to go into Closed Session to discuss a <br />personnel matter as authorized by North Carolina General Statute 143- <br />318.11(a) (6) . <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Suggs and <br />unanimously carried, the Board moved to come out of the Closed Session. <br /> <br />No action was reported from the. Closed Session. <br /> <br />ADJOURNMENT <br /> <br /> There being no further business to come before the Board, Chairman Freeman <br />adjourned the meeting at 8:05 p.m. <br /> <br />Clerk to the Board <br /> <br /> <br />
