Department of Transportation Construction A~reement for' Cox Mill. <br />Road/Christenbur~ Road Realignment Project <br /> <br /> Mr. Marshall briefly reviewed the proposed construction agreement <br />between the North Carolina Department of Transportation and Cabarrus County <br />for the realignment of Christenbury Road (SR 1447) to align with Concord <br />Mills Boulevard in Cabarrus County. The realignment project is a four-party <br />project among the County, the Department of Transportation, Rhein Interests <br />(Highland Creek) and Christenbury Farms LLC. <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Privette <br />and unanimously carried, the Board adopted the following Resolution. <br /> <br />Resolution No. 2002-08 <br /> <br /> WHEREAS, the County of Cabarrus propose to make certain street and <br />highway improvements consisting of the realignment of Christenbury Road (SR <br />1447) to align with Concord Mills Boulevard; and <br /> <br /> WHEREAS, the Department of Transportation and the County of Cabarrus <br />propose to enter into an Agreement for the construction of the aforementioned <br />highway improvement whereby the County of Cabarrus agrees to design the <br />project, prepare the project plans, acquire the right of way and adjust <br />utilities, award the construction contract, and supervise project <br />construction; and <br /> <br /> WHEREAS, said agreement further provides for the Department of <br />Transportation to reimburse the County of Cabarrus a lump-sum amount of <br />$200,000 toward the construction cost of said road upon completion of the <br />project and acceptance by the Department; and <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that said project in Cabarrus County, is <br />hereby formally approved by the Board of County Commissioners of the County <br />of Cabarrus and that the Manager and Clerk of this County are hereby <br />empowered to sign and execute the Agreement with the Department of <br />Transportation. <br /> <br />Proposed Hirin~ of One New Officer for the Town of Harrisbur~ to be Funded by <br />the Town and Approval of Related Budget Amendment <br /> <br /> Sheriff Brad Riley presented the request by the Town of Harrisburg to <br />reimburse the County for a sixth officer to aid in traffic enforcement and <br />other needed details. The Town would also provide a patrol car and equipment <br />for the officer. Currently, the County funds two officers and the Town <br />reimburses the County for three officers. <br /> <br /> There was brief discussion regarding the advantages of the current <br />arrangement for both the Town and the County and the costs that would be <br />associated with the Town providing its own law enforcement. <br /> <br /> Commissioner Privette commended the work by the DARE officers in the <br />schools. <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner Fennel <br />and unanimously carried, the Board approved the hiring of one new officer for <br />the Town of Harrisburg effective April 1, 2002, with the officer to be funded <br />by the Town.
