W Flowe Park and Authorization to Rec~uest Voluntar~ Annexation to the City of Concord ' Mr. Steve Little, Parks and Recreation Director, reviewed the proposed Lease and Operations Agreement for the City of .Concord to program, manage and maintain W. W. Flowe Park for a period of 20 years, with possible extension for a second 20-year period. He estimated the total annual cost for Park operation at approximately $175,000.00. The Concord City Council approved the Agreement on March 28, 2002.
