April 15, 2002 Page 340 <br /> <br />APPOINTMENTS TO BOARDS AND coMMITTEES <br /> <br />Salisbur},-Rowan community Service Council <br /> <br /> The Board received the letter from Nora Faucette, Chairman of the Board <br />of Directors for the Salisbury-Rowan Community Service Council, Inc., <br />regarding the appointment of a member to fill the position previously held by <br />Mike Murphy, Aging Director. She indicated that Mr. Murphy is no longer a <br />member of the SRCSC Board of Directors as his employment with the Department <br />of Aging and membership on the Board were a conflict of interest. <br /> <br /> Mr. Clifton reported that the administration of the weatherization <br />contract with the SRCSC has been transferred from the Department of Aging to <br />Planning Services. <br /> <br /> Ms. Carolyn Carpenter, Cabarrus County member of the SRCSC Board, <br />briefly discussed the make-up of the SRCSC Board of Directors. She stated <br />that she would provide additional information to the Commissioners regarding <br />the SRCSC Board. <br /> <br /> The Board by general consensus deferred the appointment until the <br />regular meeting in May. <br /> <br />Centralina Workforce Development Board <br /> <br /> The terms of appointment for Darrell Hinnant and Mark Whitley (private <br />sector representatives) on the Centralina Workforce Development Board (WDB) <br />end on June 30, 2002. Mr. Hinnant is, completing an unexpired term and Mr. <br />Whitley has served on the Board since July 1996. <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Chairman Freeman and <br />unanimously carried, the Board reappointed Darrell Hinnant to the Centralina <br />Workforce Development Board. Mr. Hinnant's new term of appointment is <br />effective July 1, 2002, for a term of two years ending June 30, 2004. <br /> <br /> A replacement is to be found to fill Mr. Whitley's position since he <br />has served six years on the WDB Board. <br /> <br />Juvenile Crime Prevention Council <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Privette <br />and unanimously carried, the Board appointed Pastor Jeff Black to the "Member <br />of Faith Community" position on the Juvenile Crime Prevention Council. <br />Pastor Black will complete a term ending June 30, 2003. <br /> <br />INFORMAL PUBLIC COM/4ENTS <br /> <br /> Mr. Mike Helms complained of a 100 percent increase in property taxes <br />and the hardship it places on persons with fixed incomes. He also stated <br />objection to a tax on food, the $1.5 million spent on the bomb robot for the <br />Sheriff's Department'and the purchase of laptop computers at $4,000.00 each <br />for the Sheriff's Department. Further, Mr. Helms stated in his opinion that <br />residents of Cabarrus County should be charged a lower fee to attend events <br />at the Expo. <br /> <br /> Ms. Carolyn Carpenter asked if the schools would be charged to hold <br />graduation ceremonies at the Expo facility. <br /> <br /> Mr. Clifton indicated there would be a minimum charge to cover the cost <br />of labor for set-up and cleaning the facility. <br /> <br />REPORTS <br /> <br />2002 Schedule for Property Tax Notices <br /> <br /> Mr. Clifton responded to a complaint made at the March 18tn meeting <br />concerning the attachment of a bank account for delinquent taxes. He <br />reported the taxes for 1997, 1998, 2000 and 2001 were delinquent at the time <br />the account was attached. Further, he called the Board's attention to the <br />2002 schedule for mailing property tax notices, including delinquent <br />accounts, that was included in the Agenda.
