April 15, 2002 Page 322 Proclamation - Ameriean Stroke Month (May 2002) Mr. David Hampton, Assistant EMS Director, addressed the high rate of strokes in North Carolina and reported on the stroke screenings planned in Cabarrus County during the month of May. UPON MOTION of Commissioner Privette, seconded by Commissioner Suggs and unanimousIy carried, the Board adopted the following Proclamation. Resolution No. 2002-10 PROCLAMATION WHEREAS, on behalf of the citizens of Cabarrus County, we are pleased to join the American Stroke Association, a division of the American Heart Association in celebrating May 2002 as American Stroke Month in Cabarrus County; and WHEREAS, acknowledging May 2002 Offers advocates for stroke awareness an opportunity to educate the public and policy makers about the devastating effects of stroke; and WHEREAS, strokes are the third leading cause of death in the United States striking over 600,000 Americans each year; and WHEREAS, strokes are a leading cause of serious long-term disabilities with about 4.5 million stroke survivors today; and WHEREAS, the majority of Americans are not aware of their risk factors for a stroke, nor are they aware of the signs and systems of an impending stroke; and WHEREAS, symptoms of stroke include: sudden numbness or weakness of the face, arm or leg, especially on one side of the body; sudden confusion, trouble speaking or understanding; sudden trouble seeing in one or both eyes; sudden trouble walking, dizziness, loss of balance or coordination; and sudden severe headache with no known cause; and WHEREAS, stroke leads to the death and disability of more than 29,000 citizens of North Carolina each year; and WHEREAS, new and effective treatments have been developed to treat and minimize the severity and damaging effects of strokes, but much more research is needed; WHEREAS, we urge all the citizens of our County to familiarize themselves with the signs, symptoms, and risk factors associated with stroke so that we might begin to reduce the devastating effects that a stroke makes on our population. NOW, THEREFORE, BE IT RESOLVED that we, the Cabarrus County Board. of Commissioners, hereby proclaim the month of May 2002, as AMERICAN STROKE MONTH IN CABARRUS COUNTY ATTEST: /s/ Frankie F. Penney Company on the Celebration of its 100th Anniversar~ (Approval nunc pro tunc) Chairman Freeman presented a Proclamation to the J. C. Penney Company during special activities on April 12th commemorating the company's 100tn Anniversary. UPON MOTION of Chairman Freeman, seconded by Commissioner Privette and unanimously carried, the Board adopted nunc pro tunc the following Proclamation.
