13, 2002 Page 3~ The Board of Commissioners for the County of Cabarrus met in recessed session in the Multipurpose Room at the Cabarrus County Governmental Center in Concord, North Carolina, on Monday, May 13, 2002, at 6:00 p.m. Present - Chairman: Robert M. Freeman Vice Chairman: Robert W. Carruth Commissioners: Arne L. Fennel Coy C. Privette Richard D. Suggs Also present were Mr. Frank W. Clifton, Jr., County Manager; Mr. John Day, Deputy County Manager for Operations; Mr. Don Cummings, Human Resources Director; Ms. Pam Dubois, Assistant Finance Director; Ms. Cathie K. Straub, Budget Officer; and Mrs. Frankie F. Bonds, Clerk to the Board. Chairman Freeman called the meeting to order at 6:10 p.m. Commissioner Suggs was not present for the beginning of the meeting. Vice Chairman Carruth gave the invocation. Adoption of the Agenda Commissioner Fennel asked that a Closed Session be added to the Agenda for discussion of an economic development matter. UPON MOTION of Commissioner Fennel, seconded by Vice Chairman Carruth with Commissioners Fennel and Privette; Vice Chairman Carruth and Chairman Freeman voting for, the Board adopted the Agenda as submitted with the addition of a Closed Session for an economic development matter. Conununity Development Block Grant Infrastructure Grant Program - Public Hearing Chairman Freeman stated that' this was date and time for a public hearing to explain the Community Development Block Grant (CDBG) Infrastructure Grant Program and ask for suggestions and possible projects from the public. The Notice of the Public Hearing was published in THE INDEPENDENT TRIBUNE on May 1, 2002. Mr. Bob Stark, Consultant, reviewed the CDBG Infrastructure Grant program, the application process and eligible activities under the program. He advised that grant funds in the amount of $3.6 million are available for projects throughout North Carolina. Chairman Freeman opened the public hearing for comments from the public. A resident of the Fishertown Community complained of sewer on top of the ground in areas of that community. He questioned the possibility of obtaining grant funds to install sewer in those areas. Ms. Betty Cannon, resident of the Fishertown Community, also questioned the availability of funding to complete the installation of sewer throughout the Fishertown community. Mr. Stark stated in his opinion a grant application to provide additional sewer in the Fishertown Community would not be competitive for funding through the Infrastructure Grant Program. He cited the high cost of running sewer lines in the community and the lack of documentation of a severe sewer problem in the community. Mr. Stark did advise that funding through the current CDBG Scattered Site Rehabilitation Program and/or the HOME program could be used to assist with septic tank repairs for homes in the community. Reverend Charles Mingo, resident of the Fishertown Community, expressed concern that the project to provide sewer in that community began 15 years ago and some areas do not yet have sewer. He stated there is documentation of sewer problems in the community and asked for help to resolve those problems. Also, he referenced the Envision Cabarrus "Vision" document that calls for water and sewer service for all citizens throughout Cabarrus County. Commissioner Suggs arrived at 6:25 p.m. and was present for the remainder of the meeting. MS. Carol Propst-Cottom, Parish Nurse for the Fishertown Community, stated that such needs as sewer and dilapidated homes do exist in the
