June 70, 2002 Page 368 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in recessed <br />session in the Multipurpose Room at the Cabarrus County Governmental Center <br />in Concord,. North Carolina on Monday, June 10, 2005, at 6:00 p.m. <br /> <br />Present - Chairman: Robert M. Freeman <br /> Vice Chairman: Robert W. Carruth <br /> Commissioners: Arne L. Fennel <br /> Coy C. Privette <br /> Richard D. Suggs <br /> <br /> Also present were Mr. Frank W. Clifton, Jr., County Manager; Ms. <br />Marilyn Porter, Attorney with Hartsell ~ Williams, P.A.; Mr. John Day, Deputy <br />County Manager for Operations; Ms. Pam Dubois, Assistant Finance Director; <br />Ms. Cathie Straub, Budget Officer; and Mrs. Frankie F. Bonds, Clerk to the <br />Board. <br /> <br />Chairman Freeman called the meeting to order at 6:00 p.m. <br /> <br />Adoption of the Agenda <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner Fennel <br />and unanimously carried, the Board adopted the Agenda as submitted. <br /> <br />Review, PoSsible Action - EXPO Food Service Proposals <br /> <br /> Mr. Clifton gave a brief update on the Expo food service proposals by <br />the Compass Group and Carolina Food Systems. He stated that representatives <br />from both companies were present to provide additional information and/or <br />respond to questions concerning their proposals. <br /> <br /> Mr. Richard Cote with the Compass Group outlined issues he stated the <br />Board should consider in comparing the two food ~rvice proposals. According <br />to Mr. Cote, the Compass contract would provide such benefits as seamless <br />integration with the operation of the Expo, quality control, customer <br />satisfaction, unlimited support, risk management, flexibility, lower fee, <br />cost control and growth and profit. Further,' Mr. Cote stated that the <br />proposed Compass management fee was $75,000.00 for the first 12 months of <br />operation, with no consulting fee prior to the contract. <br /> <br /> Mr. Cote and Mr. Ted Fennell (Compass Group) responded to questions by <br />the Board regarding a number of issues, including the use of outside <br />caterers, the management fee, on-site staff and the use of volunteer groups <br />to run concession stands at the Expo. <br /> <br /> Mr. Joe Phelps, .owner of Carolina Food Systems, reviewed his proposal <br />to provide food service at the Expo. He discussed the cost of financing the <br />Expo kitchen equipment and his proposed management fee. Further, Mr. Phelps <br />stated his willingness to start to work immediately. <br /> <br /> Mr. Phelps responded to a number of questions by the Board concerning <br />such issues as the use of outside caterers, the business succession of <br />Carolina Food Systems, on-site staff and the proposed consulting fee of <br />$6,000.00 per month beginning in July for three months. <br /> <br /> There was discussion by the Board as to whether to delay consideration <br />until June 17 or to proceed with the selection of a food service provider at <br />this time. Also, Commissioner Privette questioned the possibility that other <br />companies may be interested in the Expo food service contract. <br /> <br /> UPON MOTION of Commissioner Suggs, seconded by Commissioner Privette <br />with Commissioners Suggs and Privette and Chairman Freeman voting for and <br />Commissioner Fennel and Vice Chairman Carruth voting against, the Board <br />agreed for the County Manager and Attorney Marilyn Porter to work out <br />proposed contracts with both companies (Compass Group and Carolina Food <br />Systems) for the Board's consideration at the June 17tn meeting. <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Vice Chairman Carruth <br />with Commissioner Fennel, Vice Chairman Carruth and Chairman Freeman voting <br />for and Commissioners Suggs and Privette voting against, the Board voted to <br />close consideration of other food service proposals and to limit discussion <br />to the two organizations (Compass Group and Carolina Food Systems) for the <br />Expo food service contract. <br /> <br /> <br />
