<br />not to exceed ~9,$00,000, for the purpose of financing of all or a
<br />portion of the cost of (1) constructing, equipping and'furnishing a
<br />recreational facility located in Concord, North Carolina, (2)
<br />renovating the YMCA's existing recreational facility located in
<br />Kannapolis, North Carolina and (3) other improvements related to the
<br />tax-exempt purpose of the YMCA (collectively, the "Project#).
<br />
<br />The Project will be located at Afton Village near the intersection of
<br />1-85 and Crisco Road in Concord, Cabarrus County, North Carolina and
<br />at 101 YMCA Drive, Kannapolis, Cabarrus County, North Carolina. The
<br />approximate cost of the Project is $9,500,000 and the maximum
<br />aggregate principal amount of the Bonds proposed to be issued by the
<br />Authority is $9,500,000. The Project will be owned and operated by
<br />the YMCA.
<br />
<br />Please take notice that the Board of Commissioners will hold a public
<br />hearing in the Commissioners' Meeting Room at the Cabarrus County
<br />Government Center, on Monday, July 22, 2002, at 6:30 p.m, or as soon~
<br />thereafter as the matter may be heard, at which any person may be
<br />heard regarding the proposed issuance of the Bonds for the purpose of
<br />paying for the Project. Following the hearing, the Board of
<br />Commissioners intends to consider and take action on proposals to
<br />approve the issuance of the Bonds for the purpose of paying for the
<br />Project.

<br />Any person wishing to comment in writing on the proposed Bonds and the
<br />Project should do so, within fourteen (14) days after the date of
<br />publication of this notice, to the Authority and to the County
<br />Commissioners, c/o Clerk to the Cabarrus County Board of
<br />Commissioners, 65 Church Street SE, Concord, North Carolina 28025.

<br />
<br />Subdivision Appeal for the Proposed Moorecrest Subdivision
<br />
<br /> Mr. Rodger Lentz, Planning Manager, presented Petition C02-03(S), the
<br />proposed Moorecrest Subdivision located on Poplar Tent Road between Harris
<br />Road and Huntersville-Concord Road. The developer (Dockside Development)
<br />plans to develop 92 lots on 28.79 acres. Utilities are to be provided by the
<br />City of Concord; however, water is subject to the current City water
<br />restrictions and will not be available until those restrictions are lifted.
<br />It is estimated that the subdivision will add approximately 55 students to
<br />Cabarrus County Schools. The Planning and Zoning Commission voted on May 16,
<br />2002 to deny the subdivision request based on the Adequate Public Facilities
<br />Ordinance. Staff finds that the proposed subdivision meets all the
<br />subdivision design regulations but is not in conformance with Cabarrus County
<br />Adequate Public Facility Standards. Further, staff recommends that the
<br />subdivision be approved with the condition that the developer enters into a
<br />Consent Agreement with the County to address school inadequacy issues.
<br />Dockside Development, in a letter dated May 31, 2002, agreed to commit
<br />$500.00 per lot toward school facilities.
<br />
<br /> Commissioner Fennel questioned the type and value of houses'planned in
<br />the subdivision.
<br />
<br /> Mr. Gary Knox of Dockside Development addressed the Board regarding the
<br />proposed subdivision. He stated plans to build 92 single-family homes with
<br />41 percent open space. The price range for the homes will be from $130,000.00
<br />to $160,00.00. Further, Mr. Knox said he has been working with the City of
<br />Concord staff to resolve the water issue.
<br />
<br /> Mr. Alex Rankin, President of Concord Engineering and Surveying,
<br />reported the City of Concord is designing a water line from Skybrook that
<br />will connect to the existing City water system on Poplar Tent Road. This
<br />line will bring water from the Charlotte/Mecklenburg Utilities system into
<br />the City of Concord system within 2,000 feet of the Moorecrest development.
<br />The developer has talked with the City of Concord regarding his extension of
<br />that llne to serve the new subdivision. Further, there is a possibility that
<br />Community Development Block Grant funding could be used to extend utilities
<br />to a community that is located next to Moorecrest and has a severe need for
<br />water and sewer service.

<br /> Commissioner Privette made a motion to approve the Moorecrest
<br />Subdivision with the following condition: That the developer (Dockside
