June 17, 2002 Page 377 <br /> <br />Association is the highest form of recognition in governmental budgeting and <br />represents a significant achievement by Cabarrus County. <br /> <br /> The Board congratulated Ms. Straub on receiving the award and commended <br />her for her excellent work. <br /> <br />Recognition of the Foy and Gertrude Hinson Family for their Contributions to <br />the Kannapolis Branch Librar~ <br /> <br /> Mr. Tom Dillard, Library Director, introduced the request by the <br />Kannapolis Historical Associates to name the Local History Room at the <br />Kannapolis Library in honor of the late Foy and Gertrude Hinson. <br /> <br /> Mr. Norris Dearmon, member of the Kannapolis Historical Associates, <br />spoke in support of naming the History'Room in honor of Mr. and Mrs. Hinson. <br />He reported Mr. and Mrs. Hinson were strong supporters of the Library and <br />donated $50,000.00 to start the History Room that now contains a large <br />variety of historical materials, including old Cannon Mills records. <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Vice Chairman Carruth <br />and unanimously carried, the Board approved the request by the Kannapolis <br />Historical Associates to name the Local' History Room in the Kannapolis <br />Library in honor of Foy and Gertrude Hinson. <br /> <br />OLD BUSINESS <br /> <br />Proposed FY 2002-2003 Cabarrus County Budget - Conduct Public Hearing and <br />Consider Adoption of Budget Ordinance and Setting the Tax Rate - 6:30 p.m. <br /> <br /> Mr. Clifton presented a list of additions/deletions to the Preliminary <br />FY 2003 Budget. He asked that those items be included in the final adoption <br />of the FY 2003 Budget. <br /> <br /> At 6:50 p.m., Chairman Freeman opened the public hearing for the <br />proposed FY 2003 Cabarrus County Budget. The Notice of the Public Hearing <br />was published in the INDEPENDENT TRIBUNE on May 6 and June 3, 2002, and in <br />THE CHARLOTTE OBSERVER (Cabarrus Neighbors) on May 9 and June 6, 2002. <br /> <br />Ms. Jessie Chang spoke in support of funding for education, <br />specifically the continuation of the Academically and Intelligently Gifted <br />(AIG) Program for students. <br /> <br /> Ms. Pamela Page, speaking on behalf of parents in the Carriage Downs <br />Subdivision, supported funaing for schools. She suggested that the County go <br />to the developers and builders to help fund education. <br /> <br /> Mr. Ken Sellers expressed support for funding schools but opposed a <br />property tax increase. He suggested that higher taxes be placed on such <br />things as wine, cigarettes, hotels, etc. <br /> <br /> Mr. Richard Flowe, Chairman of the Envision Cabarrus project, stressed <br />the importance of adequate funding for education. Also, he presented a <br />plaque to the Board in appreciation for its support of the on-going visioning <br />process. <br /> <br /> Mr. Thomas Hill questioned the $20 million funding for the Cabarrus <br />Arena and Events Center and the relationship of that funding to funding for <br />education. <br /> <br /> Mr. Wes Seamon, Chief Juvenile Court Counselor and advisor to the <br />Juvenile Crime Prevention Council (JCPC), discussed funding (State and local) <br />for the Teen Court and Project Challenge programs. The required local match <br />for the two programs had not been included in the preliminary FY 2003 Budget. <br />However, an agreement had been reached for Teen Court to receive the <br />$8,094.00 local match as in-kind funding by providing office space at the <br />Department of Social Services. Also, the County Manager had agreed to <br />recommend cash funding of $5,800.00 for the Project Challenge Program. <br /> <br /> Ms. Frankie Wall, Teen Court volunteer, requested cash funding for Teen <br />Court. She commented on the success of the program and compared the cost for <br />Teen Court at $369.41 per case to the cost of $2,517.00 per case for Juvenile <br />Court. <br /> <br /> <br />
