Additional authority is granted to the manager to transfer <br /> amounts within and between funds for the sole purpose of funding <br /> salary and benefits adjustments consistent with the Cabarrus <br /> County Personnel Management Policy and the Cabarrus County <br /> Personnel Ordinance. <br />5. He may enter into and execute change orders or amendments to <br /> construction contracts in amounts up to $25,000 when the <br /> appropriate annual budget or capital project ordinance contains <br /> sufficient appropriated but unencumbered funds. <br />6. He may award and execute contracts which are not required'to be <br /> bid or which G.S. 143-131 allows to be let on informal bids so <br /> long as the annual budget or appropriate capital' project <br /> ordinance contains sufficient appropriated but unencumbered <br /> funds for such purposes. <br />7. He may execute contracts with outside agencies to properly <br /> document budgeted appropriations to such agencies where G.S. 15 <br /> A-248(b), 259, 449 and any similar statutes require such <br /> contracts. <br />8. He may reject formal bids when deemed appropriate and in the <br /> best interest of Cabarrus County pursuant to G.S. 143-129(a). <br /> <br />Section VII. <br /> <br />A. This ordinance and the budget documents shall be the basis for the <br /> financial plan for the County of Cabarrus for the 2002-03 Fiscal <br /> Year. The County Manager and the Budget Officer shall administer <br /> the Budget. The Finance Director shall establish and maintain all <br /> records, which .are in concurrence with this Budget and Budget <br /> Ordinance and the appropriate Statutes of the State of North <br /> Carolina. <br /> <br />Adopted this the 17th day of June, 2002. <br /> <br />/s/ Robert M. Bonds <br /> <br />Clerk to the Board <br /> <br /> Vice Chairman Carruth stated for the record his support for the <br />requested tax increase in the Harrisburg Fire District. <br /> <br />ExI0o Center - Ec~uestrian Events <br /> <br /> At 9:25 p.m., Chairman Freeman opened the meeting for comments <br />concerning equestrian events at the Expo facility. <br /> <br /> Mr. Marvin Bost of Mt. Pleasant complimented the Board on the new Expo <br />facilities. However, he stated horse stalls and livestock panels are needed <br />in order to host agricultural events. He referenced a letter from Larry B. <br />Wooten, President of the North Carolina Farm Bureau Federation, concerning <br />the horse industry in North Carolina. According to Mr. Wooten's letter, the <br />economic impact of the state's horse industry is valued at more than $500 <br />million annually. Further, he indicated it is estimated that the local <br />economy in one North Carolina community benefits by an extra $1,000.00 for <br />every night a horse is housed in its horse arena. <br /> <br /> Ms. Wendy Lambert presented information concerning other equestrian <br />facilities in North Carolina and the potential for the new Expo to host <br />regional events. However, she stated the County would have to have 'permanent <br />stalls for horses, cattle and mules or no one would come to shows at the <br />Expo. <br /> <br /> Mr. Ray Cloninger (Horse Show Manager, Barnmaster Barn Sales <br />Representative and Chairman of the North Carolina Horse Council Facilities <br />Committee) commented on the value of horses in Cabarrus County and the horse <br />industry's economic impact through tourism in a community. He stressed the <br />need for permanent horse stalls, stating that temporary stalls are costly, <br />unsafe and often do not meet County codes. Further, Mr. Cloninger advised <br />that the stall rent would be the .County's greatest income from a horse show <br />at the Arena. <br /> <br /> Mr. James A. Rhinehart addressed the cost of the Expo and stated in his <br />opinion the construction of horse stalls should have been one of the first <br />issues considered when planning the facility. Further] Mr. Rhinehart objected <br />to the serving of alcohol at the Expo facility. <br /> <br /> <br />
