June 24, 2002 Page 399 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in recessed <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, June 24, 2002, at <br />6:00 p.m. <br /> <br />Present - Chairman: Robert M. Freeman <br /> Vice Chairman: Robert W. Carruth <br /> Commissioners: Arne L. Fennel <br /> Coy C. Privette <br /> Richard D. Suggs <br /> <br /> Also present were Mr. Frank W. Clifton, Jr., County Manager; Mr. John <br />Day, Deputy County Manager for Operations; and Mrs. Frankie F. Bonds, Clerk <br />to the Board. <br /> <br /> Chairman Freeman called the meeting to order at 6:00 p.m. Vice <br />Chairman Carruth was absent for the beginning of the meeting. <br /> <br />Adoption of the Agenda <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Vice Chairman Carruth <br />and unanimously carried, the Board adopted the Agenda as submitted with the <br />addition of remarks by Senior Resident Superior Court Judge Erwin Spainhour <br />at the beginning of the' meeting. <br /> <br />Presentation by Judge Spainhour <br /> <br /> Judge Spainhour thanked the Board for its support of the judiciary <br />system and law enforcement in Cabarrus County. He asked the Board to <br />reconsider its decision to allow Teen Court to use the room behind the <br />Superior Courtroom on the second floor of the Courthouse. Judge Spainhour <br />stated the space is in a secured area of the Courthouse and is needed for <br />continued use by local attorneys. He suggested that a conference room on the <br />third floor of the Courthouse near Courtroom 4 be designated for use by Teen <br />Court. <br /> <br /> There was discussion regarding the Courthouse, including offic~ space <br />for Teen Court, space designated for use by the attorneys and security <br />issues. <br /> <br /> At the suggestion of Commissioner Fennel, the Board by consensus agreed <br />for staff to look at the conference room in the Courthouse as suggested by <br />Judge Spainhour to determine if it will meet the needs of Teen Court. <br /> <br />First Union Building Renovations, Phase 1, Reduced Scope <br /> <br /> The following bids were received on May 28, 2002 for alterations to the <br />First Union National Bank Building. The Advertisement for Bids was published <br />in THE INDEPENDENT TRIBUNE on April 26, 2002. <br /> <br />C.M. Browne Construction Co. - $673,964.00 (Base Bid); $1,667.00 <br />(Add Alternate 1); $23,698.00 (Deduct Alternate 2); $16,968.00 <br />(Deduct Alternate 3); $3,611.00 (Add Alternate 4); $10.00/Brick <br />(Unit Price); Bid Bond (X) <br /> <br /> Mr. Day reviewed planned renovations to the First Union Building. <br />About $485,000.00 was budgeted in FY 2002 for the first phase that was to <br />include interior demolition and asbestos removal in the tower portion, <br />elevator replacement, replacement of the front interior stairway, replacement <br />of the fire escape, repair of masonry and roofs, waterproofing the basement <br />and exterior painting. Approximately $100,000.00 was spent this year for <br />interior demolition, asbestos removal and architect, engineering and testing <br />fees. The low bid for the remainder of phase one exceeded the available <br />funds by about $212,00.00. The scope of the project was reduced to <br /> <br /> <br />
