(F-8) Budget Amendment - ReduCtion of Medicaid Expense and Transfer of Start- Costs in the Amount of $450,000 to the County Schools Mr. Clifton reviewed the FY 2003 Cabarrus County budget that designated some school allocations based on receipt of reimbursement revenue from the State. He reported that the State's estimate of the County's FY 2003 Medicaid expenses had been reduced, thus allowing the County to fund new school "start-up" costs budgeted at $450,000.00 (three new schools at $150,000.00). There was brief discussion regarding the amount of Medicaid expenditures by the County, the opening of three new schools in Cabarrus County this year and the withholding of reimbursement revenue by the State. UPON MOTION of Commissioner Privette, seconded by Commissioner Fennel and unanimously carried, the Board adopted the following budget amendment allocating $450,000.00 in School start-up costs. RESOLUTION BUDGET TRANSFER WHEREAS, the Cabarrus County Board of Education (Board) will have a Capital Outlay expenditure obligations for the 2002-03 fiscal year; and WHEREAS, the Cabarrus County Board of Commissioners (County), due to an unanticipated State budget emergency, was unable to appropriate any Capital Outlay funding for the 2002-03 fiscal year; and WHEREAS, General Statute 115C-433(d) requires approval by the County to transfer money to Capital Outlay from any other fund;
