Septen~er 16, 2002 Page 452 <br /> <br />Vice Chairman Carruth and Commissioner Fennel voting against, the Board voted <br />to go into Closed Session for the purposes as listed above, with the <br />exception of Item K-3 [NCGS 143-318.11(a) (4) - Discuss matters relating to <br />the location or expansion of industries or other businesses in Cabarrus <br />County]. The purposes for which the Board voted to go into Closed Session <br />were as follows: (K-i) NCGS 143~318.11(a) (1) Prevent the disclosure of <br />information that is privileged or confidential pursuant to NCGS 143- <br />318.10(e) (Minutes/General Accounts of Closed Sessions); (K-2) NCGS 143- <br />318.11(a) (3) - Consult with the County Attorney concerning threatened or <br />pending litigation; (K-4) NCGS 143-318.11'(a) (5) - Consider the acquisition of <br />real'property in the vicinity of Lake Howell; and (K-5) NCGS 143-318.11(a) (6) <br />- Discuss a personnel matter. <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Vice Chairman Carruth <br />and unanimously carried, the Board voted to come out of the Closed Session. <br /> <br />Approval and Sealin~ of Closed Session Minutes <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Privette <br />and unanimously carried, the Board approved and sealed the minutes/general <br />accounts of Closed Sessions held on August 20, October 12, November 5, <br />November 19, December 3, December 17', 2001; and on January 3, January 14, <br />January 28, February 18, March 11, March 18, May 13, May 20, June 17, June 24 <br />and July 22, 2002; and delegated authority to the County Manager and/or <br />County Attorney to unseal the minutes/general accounts of the Closed Sessions <br />as appropriate, pursuant to North Carolina General Statute 143-318.10(e). <br /> <br />(K-S) Closed Session - Personnel <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Privette <br />and unanimously carried, the Board moved to go into Closed Session to discuss <br />a personnel matter as authorized by North Carolina General Statute 143- <br />318.11(a) (6) . <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Privette <br />and unanimously carried, the Board moved to end the Closed Session. <br /> <br />County Manager Performance Increase <br /> <br /> UPON MOTION of CommiSsioner Fennel, seconded by Vice Chairman Carruth <br />and unanimously carried, the Board moved to give the County Manager a <br />performance increase of two percent (2%) and increased his annual automobile <br />allowance to $8,000.00 effective June 1, 2002. <br /> <br />(L) ADJOURNMENT <br /> <br /> There being no further business to come before the Board, Chairman <br />Freeman adjourned the meeting at 10:15 p.m. <br /> <br />Clerk to the Board <br /> <br /> <br />
