Freeman, Chairman <br />Cabarrus County Commissioners <br /> <br />(E-15) Approval nunc pro tunc of ~Employ the Older Worker Week" Proclamatio~ <br /> <br /> UPON MOTION of Vice Chairman Carruth, seconded by Commissioner Fennel and <br />unanimously carried, the Board approved nunc pro tunc the following <br />Proclamation. <br /> PROCLAMATION <br /> EMPLOY THE OLDER WORKER WEEK <br /> 2002 <br /> <br /> WHEREAS, North Carolina's workforce is aging, moving to an average age <br />of 40, up from the 1990's when the average age was approximately 35; and <br /> <br /> WHEREAS, older workers will play an increasingly important role in our <br />workforce in the months and years ahead; and <br /> <br /> WHEREAS, older workers bring a variety of skills and knowledge to any <br />job, are reliable, dependable and loyal; and <br /> <br /> WHEREAS, our goal is to enhance the economic security of older North <br />Carolinians; and <br /> <br /> WHEREAS, it is fitting that a time period be set aside to honor these <br />men and women. <br /> <br /> NOW, THEREFORE, I, Robert M. Freeman, Chairman of the Cabarrus County <br />Board of Commissioners, do hereby proclaim September 22-28, 2002, as ~EMPLOY <br />THE OLDER WORKER WEEK," and urge our policy makers, business leaders and <br />citizens to provide and promote job opportunities that will enhance the <br />economic security of older North Carolinians, and recognize their <br />contributions to the workforce in our community. <br /> <br />/s/ Robert M. Freeman, Chairman <br />Cabarrus County Board of Commissioners <br /> <br />(E-16) Second Agreement to Modify and Amend Lease Agreement between Cabarrus <br />County and the Church of God Children's Home for North Cabarrus Park <br /> <br /> UPON MOTION of Vice Chairman Carruth, seconded by Commissioner Fennel <br />and unanimously carried, the Board approved the ~Second Agreement to Modify <br />and Amend Lease Agreement" between Cabarrus County and the Church of God <br />Children's Home of North Carolina, Inc., for North Cabarrus Park. Further, <br />the Board authorized the Chairman to execute the Second Agreement and the <br />Memorandum of Lease on behalf of Cabarrus County. <br /> <br /> The amended Lease Agreement included a more detailed description of the <br />property in the form of a surveyed metes'and bounds legal description of the <br />Park. It also provided additional pastureland to the Church of God <br />Children's Home for its horses' in exchange for woodland area for North <br />Cabarrus Park. The total acreage remained approximately the same as before <br />Of 45.80 acres. <br /> <br />(E-17) Matching Incentive Grant Reconunendations by the Cabarrus County Parks <br />and Recreation Commission and Adoption of Budget Amendment <br /> <br /> The Board received the following recommendations from the Cabarrus <br />County Parks and Recreation Commission for the award of $50,000.00 in <br />Matching Incentive Grant Funds for FY 2002-03. <br /> <br />FY 2002 - 2003 Request <br />Matching Incentive Grants <br /> <br />Agency/Organization Agency/ Cabarrus Recreation <br />& Organization County Commission <br />Proposed Project Share Share Recommendation <br />AT Allen Elementary School PTO - $6,715 $6,714 $ 6,714 <br />Gravel Walking Trail, Fitness <br />Course, Benches (Fitness Field at <br />A.T.
