He made a
substitute motion to refer the matter to the County's negotiators (County
Manager and County Attorney) who will be meeting with those committee men, hers
appointed by the' Kannapolis City Council.

Commissioner Fennel said that members of the negotiating committee were
in agreement to referring the proposal to the CVB.

Mr. Clifton reported that the negotiating committee had met on several
occasions and discussed various ways to approach the project, including
property tax or sales tax incentives. However, he stated Mr. Lingafelt is
seeking a clear title on the property in order to move forward with the
project. Further, Mr. Clifton reported that the developer currently holding
the option on the property had reduced the option from $83,000.00 per acre to
$63,500.00 per acre.
