November 18, 2002 Page 476 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, November 18, 2002, <br />at 6:30 p.m. <br /> <br />Present - Chairman: Robert M. Freeman <br /> Vice Chairman: Robert W. Carruth <br /> Commissioners: Arne L. Fennel <br /> Coy C. Privette <br /> Richard D. Suggs <br /> <br /> Also present were Mr. Frank W. Clifton, Jr., County Manager; Mr. <br />Fletcher L. Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk <br />to the Board. <br /> <br /> Chairman Freeman called the meeting to order at 6:31 p.m. <br /> <br /> Girl Scout Cadette Troop 1015 of Rocky Ridge United Methodist Church <br />conducted the Flag Ceremony. Scouts participating in the ceremony were Kelly <br />Martin, Amber Hartsell, Brandi Hinson, Jordan Freeman and Ashley Redmond. <br /> <br /> Reverend William Nix of Glorieta Baptist Church delivered the <br />invocation. <br /> <br />(A) Approval or Correction of Minutes <br /> <br /> Commissioner Fennel asked that the second paragraph of Resolution No. <br />2002-34 on Page 456 of the October 21, 2002 minutes be corrected to read as <br />follows: <br /> <br />Whereas, an opportunity exists to attract a world class track and <br />field arena to Cabarrus County, <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Vice Chairman Carruth <br />and unanimously carried, the Board approved the minutes of October 21, 2002, <br />with the requested correction. <br /> <br />(B) Approval of the Agenda <br /> <br />Mr. Clifton listed the following changes to the Agenda: <br /> <br />E. CONSENT AGENDA <br />Add the following items: <br /> E-6. Estoppel and Agreement - Mills Corporation <br /> E-7. Consent Agreement for the Central Park Development <br /> <br />F. NEW BUSINESS <br />· Remove Item F-5 - Amended Ordinance Regulating the Use of Cabarrus <br /> County Parks and Recreation Facilities <br />· Add the following items: <br /> F-7. Sale of Old Fairgrounds Property (One-acre Parcel) <br /> F-8. Mutual Access and Parking Agreement between Cabarrus County and <br /> D & B Properties, LLC <br /> <br /> Chairman Freeman asked that discussion of the Adequate <br />Facilities Ordinance be added under "Old Business." <br /> <br />Public <br /> <br /> Mr. Hartsell requested that an item be added to the Closed Session <br />relating to the acquisition of property along Pitts School Road and belonging <br />to Juanita Penninger, Ricky and Ann Yates and Ronald Vance Shoaf. <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner Suggs <br />and unanimously carried, the Board approved the Agenda with the requested <br />changes. <br /> <br />(C) RECOGNITIONS AND PRESENTATIONS <br /> <br />(C-1) Recognition of Rod~er Lentz, Planning Manager <br /> <br /> Mr. Ron Aycock, Executive Director of the North Carolina Association of <br />County Commissioners, recognized Rodger Lentz, Planning Manager, on being <br />named the ~Outstanding Graduate" of the last County Administration Course at <br /> <br /> <br />
