November 18, 2002 <br /> <br />Page 491 <br /> <br />We have handcuffed our excellent Economic Development Director, Maurice <br />Ewing, and he no longer has the tools to compete in the regional <br />marketplace. For example, when the Charlotte airport recently extended <br />its runway, 11 businesses had to be relocated. Lancaster County, SC <br />attracted 7 of those businesses with local and state incentives that we <br />could only dream about. That was hundreds of jobs that went to South <br />Carolina. How many did Cabarrus County get?. That's right, NONE. The <br />businesses did not even talk to Cabarrus County because we never got into <br />the game. <br /> <br />I encourage my fellow commissioners to exercise renewed support for our <br />economic development efforts. And, if you will not support the <br />recruitment of new businesses and the expansion of existing businesses, <br />then tell us what you will support. Now, is the time for active <br />leadership. <br /> <br />Without such leadership, either major projects will be stopped or major <br />tax increases will be necessary. Would not major tax base increases be a <br />better way to go? <br /> <br />Thank you for this opportunity to express one last time my point of view. <br />I love Cabarrus County and its people. Serving them has been and honor I <br />will always cherish. Serving with you gentlemen, as been a distinct <br />pleasure that I will never forget. And most of all thank you to my wife, <br />Marcine, and my family without whose support and love I could not endure. <br /> <br />God Bless You and God Bless Cabarrus County. <br /> <br />(J) REPORTS <br /> <br /> The Board received in the Agenda the 2001-2002 Annual Report for the <br />Cabarrus County Parks and Recreation Department. <br /> <br />(K) CLOSED SESSION <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner Fennel <br />and unanimously carried, the Board moved to go into Closed Session for the <br />following purposes: (1) To Prevent the Disclosure of Information that is <br />Privileged or Confidential Pursuant to NCGS 143-318.10(e) as Authorized by <br />NCGS 143-318.11(a)(1) (Authorize Approval of Minutes/General Accounts of <br />Closed Sessions); and (2) To Discuss the Acquisition of Real Property along <br />Pitts School Road as Authorized by NCGS 143-318.11(a) (5). <br /> <br /> UPON MOTION of Vice Chairman Carruth, seconded by Commissioner Suggs <br />and unanimously carried, the Board moved to come out of the Closed Session. <br /> <br />Ac~ulsitlon of Property <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Vice Chairman Carruth <br />with Commissioners Privette and Suggs, Vice Chairman Carruth and Chairman <br />Freeman voting for and Commissioner Fennel voting against, the Board <br />authorized the County Attorney to proceed with the purchase of approximately <br />25 acres belonging to Juanita Penninger, Ricky and Ann Yates and Ronald V. <br />Shoaf at a cost of up to $1 million for a new elementary school to be located <br />off Pitts School Road. Further, the Board authorized the appropriate budget <br />amendment to provide funds for the purchase of these properties. <br /> <br />Approval and Sealin~ of Minutes/General Accounts of Closed Sessions <br /> <br /> UPON MOTION of Vice Chairman Carruth, seconded by Commissioner Privette <br />and unanimously carried, the Board approved and sealed the minutes/general <br />accounts of Closed Sessions held on October 21, 2002, and delegated authority <br />to the County Manager and/or County Attorney to unseal the minutes/general <br />accounts of the Closed Sessions as appropriate pursuant to North Carolina <br />General Statute 143-318.10(e). <br /> <br />Closed Session - Personnel <br /> <br /> UPON MOTION of Vice Chairman Carruth, seconded by Commissioner Privette <br />and unanimously carried, the Board moved to go into Closed Session to discuss <br />personnel matters -as authorized by North Carolina General Statute 143- <br />318.11(a) (6) . <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Vice Chairman Carruth <br />and unanimously carried, the Board moved to come out of the Closed Session. <br /> <br /> <br />
