November 18, 2002 Page 491 We have handcuffed our excellent Economic Development Director, Maurice Ewing, and he no longer has the tools to compete in the regional marketplace. For example, when the Charlotte airport recently extended its runway, 11 businesses had to be relocated. Lancaster County, SC attracted 7 of those businesses with local and state incentives that we could only dream about. That was hundreds of jobs that went to South Carolina. How many did Cabarrus County get?. That's right, NONE. The businesses did not even talk to Cabarrus County because we never got into the game. I encourage my fellow commissioners to exercise renewed support for our economic development efforts. And, if you will not support the recruitment of new businesses and the expansion of existing businesses, then tell us what you will support. Now, is the time for active leadership. Without such leadership, either major projects will be stopped or major tax increases will be necessary. Would not major tax base increases be a better way to go? Thank you for this opportunity to express one last time my point of view. I love Cabarrus County and its people. Serving them has been and honor I will always cherish. Serving with you gentlemen, as been a distinct pleasure that I will never forget. And most of all thank you to my wife, Marcine, and my family without whose support and love I could not endure. (K) CLOSED SESSION UPON MOTION of Commissioner Privette, seconded by Commissioner Fennel and unanimously carried, the Board moved to go into Closed Session for the following purposes: (1) To Prevent the Disclosure of Information that is Privileged or Confidential Pursuant to NCGS 143-318.10(e) as Authorized by NCGS 143-318.11(a)(1) (Authorize Approval of Minutes/General Accounts of Closed Sessions); and (2) To Discuss the Acquisition of Real Property along Pitts School Road as Authorized by NCGS 143-318.11(a) (5). UPON MOTION of Vice Chairman Carruth, seconded by Commissioner Suggs and unanimously carried, the Board moved to come out of the Closed Session. Ac~ulsitlon of Property UPON MOTION of Commissioner Privette, seconded by Vice Chairman Carruth with Commissioners Privette and Suggs, Vice Chairman Carruth and Chairman Freeman voting for and Commissioner Fennel voting against, the Board authorized the County Attorney to proceed with the purchase of approximately 25 acres belonging to Juanita Penninger, Ricky and Ann Yates and Ronald V. Shoaf at a cost of up to $1 million for a new elementary school to be located off Pitts School Road. Further, the Board authorized the appropriate budget amendment to provide funds for the purchase of these properties. Approval and Sealin~ of Minutes/General Accounts of Closed Sessions UPON MOTION of Vice Chairman Carruth, seconded by Commissioner Privette and unanimously carried, the Board approved and sealed the minutes/general accounts of Closed Sessions held on October 21, 2002, and delegated authority to the County Manager and/or County Attorney to unseal the minutes/general accounts of the Closed Sessions as appropriate pursuant to North Carolina General Statute 143-318.10(e). Closed Session - Personnel UPON MOTION of Vice Chairman Carruth, seconded by Commissioner Privette and unanimously carried, the Board moved to go into Closed Session to discuss personnel matters -as authorized by North Carolina General Statute 143- 318.11(a) (6) . UPON MOTION of Commissioner Privette, seconded by Vice Chairman Carruth and unanimously carried, the Board moved to come out of the Closed Session.
