Freeman, Chairman <br />Board of Commissioners <br /> <br /> Commissioner Fennel made a motion to approve the letter as presented to <br />be signed by the Chairman and sent to South East Developers to encourage them <br />to bring the world sports center facility to Cabarrus County. Vice Chairman <br />Carruth seconded the motion. <br /> <br /> Commissioner Privette made a substitute motion to approve the proposed <br />letter with the deletion of the fourth paragraph concerning an "incentives <br />package." There was no second to the motion. After discussion of several <br />suggested changes, the Board agreed to change the words "incentives package" <br />to "proposal" in the fourth paragraph of the letter. <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Vice Chairman Carruth <br />and unanimously carried, the Board approved the letter (see above) as <br />presented by Commissioner Fennel with the fourth paragraph modified to read <br />as follows, and authorized the Chairman to sign the letter on behalf of the <br />Board and send it to South East Developers. <br /> <br />Cabarrus County has pledged to work closely with the City of <br />Kannapolis and the Cabarrus County Visitors Bureau to put <br />together a proposal that will make your decision to locate here <br />not only the right decision, but an enjoyable one as well. <br /> <br />(D-2) Appeal of C02-06(S) Highland Hills Subdivision Denial <br /> <br /> Ms. Kelly Sifford, Community Development Manager, presented the appeal <br />of Petition C02-06(S), the denial of the Highland Hills Subdivision. The <br />Board had deferred consideration of this Petition at its meeting on October <br />21, 2002, and asked the developer and staff to further discuss the proposed <br />subdivision. Ms. Sifford reported that Dan Johnson of Craft Development had <br />submitted a letter dated November 4, 2002 stating that Craft Homes agrees to <br />pay $500.00 per lot toward school adequacy and to delay the development of 94 <br />of the 320 lots for a period of two years to give the school system time to <br />make plans for additional adequacy. She also stated a letter dated November <br />7, 2002, had been received from the North Carolina Department of <br />Transportation concerning required road improvements in the vicinity of the <br />subdivision. Finally, Ms. Sifford reported that staff recommends approval <br />with a number of conditions as listed in the Staff Report. <br /> <br /> There was brief discussion regarding the proposed <br />including transportation issues and the subdivision plan <br />playground equipment and common open space. <br /> <br /> subdivision, <br />that includes <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner Fennel <br />and unanimously carried, the Board approved Petition C02-06(S), the <br />Preliminary Plat for the Highland Hills Subdivision that is being developed <br /> <br /> <br />
