22 Economic Deve~opmen~ Issues Chairman Fennel introduced discussion concerning the County's future role in economic development and its relationship with the Economic Development Corporati°n (EDC). Currently, the County provides all funding for operating the EDC. The Board discussed various options, including the operation of EDC by the Chamber of Commerce. However, no specific direction was given. Study o£ Fire Services Throughout Cabarrus County Mr. Downs gave an update on the fire services study that was directed by the Board during budget deliberations for FY 2001. He stated the departments are experiencing such problems as lack of qualified volunteers/employees,, aging equipment and uneven distribution of tax money. The Study should be complete by budget review time. Fin~cin~ for the School Construction Projects To facilitate the completion of the $40 million financing for the three new schools, Mr. Hartsell proposed that the Board approve a motion authorizing necessary action to occur as needed. UPON MOTION of Vice Chairman Carruth, seconded by Commissioner Privette and unanimously carried, the Board authorized the publication of notices of exchange or otherwise, as necessary, and authorized .executiOn by the Chairman or County Manager, as necessary, of those instruments, in standard form, i.e., deeds, leases, agency agreements and the like, for the real property acquisition, disposition and transfer for the Rocky River Middle, Cox Mill Elementary and the Harris Road Middle School projects. RECESS OF MEETING There being no further business to come before the Board, Chairman Fennel recessed the meeting at 1:55 p.m. until 6:30 p.m. on Thursday, February 15, 2001, in the Multipurpose Room at the Governmental Center.
