34 <br /> <br />Cabarrus / Sodth Rowan Metropolitan Plannin~ Or~anlzation (MPO) Thoroughfare <br />Plan Amendment - Public Hearin~ - 6~30 p.m. <br /> <br /> Mr. Marshall discussed the proposal to amend the Thoroughfare Plan to <br />include the realignment/extension of Christenbury Road and Cox Mill Road in <br />the vicinity of Concord Mills Boulevard. The improvements will provide for a <br />safer intersection, cause a better flow of traffic and open up some property <br />for economic development that is occurring around Concord Mills. <br /> <br /> Chairman Fennel opened the Public hearing for the proposed amendment to <br />the Thoroughfare Plan at 8:28 p.m. <br /> <br /> The Public Hearing Notice was published in THE CHARLOTTE OBSERVER <br />(Cabarrus Neighbors) on February 8, 2001. <br /> <br /> There was no one present to address the Board, and Chairman Fennel <br />closed the public hearing. <br /> <br /> UPON MOTION of Chairman Fennel, seconded by Commissioner Privette and <br />unanimously carried, the Board adopted the following Resolution. <br /> <br />Resolution No. 2001-04 <br /> <br />A RESOLUTION TO AMEND THE CABARRUS - SOUTH ROWAN <br /> THOROUGHFARE PLAN <br /> <br /> WHEREAS, the City of Concord, North Carolina is the Lead Planning <br />Agency for the Cabarrus - South Rowan Metropolitan Planning Organization; and <br /> WHEREAS, the County of Cabarrus recognizes the need for transportation <br />planning and the future travel demands that will occur due to growth <br />forecasted for the Christenbury Road and Cox Mill Road area; and <br /> THEREFORE, BE IT RESOLVED that the County of Cabarrus supports and <br />endorses the need for the realignment and extension' of Cox Mill Road and <br />Christenbury Road in the vicinity of Concord Mills Boulevard; and <br /> The County of Cabarrus hereby requests the Cabarrus - South Rowan MPO <br />and the North Carolina Department of Transportation to amend the Urban Area <br />Thoroughfare Plan to include the realignment and extension of Cox Mill Road <br />and Christenbury Road in the vicinity of Concord Mills Boulevard. <br /> ADOPTED this 19th'day of February, 2001. <br /> <br />ATTEST: <br />/s/ Frankie F. Fennel, Chairman <br /> <br />HOME Pro,ram - Public Hearln~ - 6,30 p.m. <br /> <br /> Ms. Kelly Sifford, Senior Planner, presented an overview of the HOME <br />Program, a home rehabilitation program for low-inc°me persons in the <br />unincorporated areas of Cabarrus County. The program provides for such work <br />as weatherization, structural repairs, handicapped accessibility, etc. <br /> <br /> Chairman Fennel opened the public hearing on the HOME Program at 8:32 <br />p.m. and asked if anyone wished to address the Board concerning the program. <br />The Public Hearing Notice was published in THE CHARLOTTE OBSERVER (Cabarrus <br />Neighbors) on February 8 and 11, 2001. <br /> <br /> Ms. Louise Mack,. representing the Cabarrus County Community Development <br />Corporation (CDC), addressed the Board. She explained that CDC, a non-profit <br />organization, assists low to moderate-income families purchase their first <br />homes and also produces affordable housing. As a part of the HOME Program, <br />Ms. Mack outlined the following three requests to the County: (1) Grant 'ten <br />(10) acres of County land in the area of the intersection of Cabarrus Avenue <br />and Highway 601 Bypass to the CDC for development; (2) Sponsor an application <br />to the Division of Community Assistance for a capacity building grant that <br />would, enable CDC to develop affordable housing opportunities for low to <br />moderate income families in the unincorporated areas of Cabarrus County; and <br />(3) Investigate the use of funds from the Small City Community Development <br />Block Grant program for matching funds to create individual development <br />accounts for residents of the County. <br /> <br /> Chairman Fennel asked Ms. Mack to provide information concerning her <br />requests to the Planning staff. The Board will consider the requests at a <br />future meeting. <br /> <br /> <br />
