36 <br /> <br /> UPON MOTION of Chairman Fennel, seconded by Vice Chairman Carruth with <br />Chairman Fennel, Vice Chairman Carruth and Commissioners Freeman and Privette <br />voting for, and Commissioner Suggs abstaining, the Board approved the <br />addition of the following roads to the State road system: Piney Church Road <br />Extension, Oxford Court, Scottland Drive and Piney Court. <br /> <br />Resolution Supportin~ the Restoration of Several Buildings at Stonewall <br />Jackson School and Encoura~in~ Sale of the Property <br /> <br /> Mr. Wesley B. Seamon, Chairman of the Stonewali Jackson Community <br />Advisory Council, requested support of the Council's recommendation that the <br />Department of Juvenile Justice and Delinquency Prevention move forward with <br />the sale of approximately 13.878 acres of Stonewall Jackson School property <br />fronting old Charlotte Road. Rogers & Associates, Gould Limited and Historic <br />Preservation Advisors LLC propose to purchase the property for $200,000.00 <br />and convert the buildings to commercial use by renovating the property within <br />historical preservation standards established by Preservation North Carolina. <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner Freeman <br />and unanimously carried, the Board adopted the following Resolution. <br /> <br />Resolution No. 2001-05 <br /> <br />RESOLUTION <br /> <br /> WHEREAS, Stonewall Jackson School has been a part of our community for <br />many years; and <br /> WHEREAS, because of changes that have been made in recent years, the <br />school now has several buildings previously used as cottages that are vacant, <br />but of historic significance; and <br /> WHEREAS, even though these vacant buildings have fallen into a state of <br />disrepair, they are still in a condition that they can be restored; and <br /> WHEREAS, a development team with outstanding credentials and a proven <br />track record in the successful adaptive reuse of historic properties has <br />expressed an interest in restoring these buildings. <br /> NOW, THEREFORE, BE IT RESOLVED that the Cabarrus County Board of <br />Commissioners does hereby support the restoration of these properties and <br />encourage the Department of Juvenile Justice and Delinquency Prevention to <br />move forward with this sale. <br /> Adopted this 19tn day of February, 2001. <br /> <br />ATTEST: <br />/s/ Frankie F. Fennel <br /> <br />Transfer of Van from Count~ Transportation Service to the Department of <br />Social Services for Night Shelter Transportation <br /> <br /> Mr. Marshall introduced Mr. James Sasser who recently joined the County <br />Planning staff as Transportation Planner. <br /> <br /> Mr. Sasser outlined the proposal to transfer a van from Transportation <br />Services to the Department of Social Services (DSS). He stated that DSS plans <br />to contract with a third party vendor to provide transportation services <br />outside the current transportation contract. The vendor would provide <br />appropriate insurance coverage for the vehicle. <br /> <br /> Mr. Jim Cook, Social Services Director, reported the Salvation Army <br />Board had requested transportation services in the morning and evening for <br />persons staying at the local Night Shelter. The Department will contract with <br />a local taxi company to provide the transportation services, specifically to <br />assist those who are trying to work or need transportation to the human <br />service agencies. Mr. Cook estimated the annual cost at $15,000.00 with some <br />reimbursement through Federal funds.
