However, Mr. Clifton pointed out <br />there is no guarantee as to when or if these funds will be available. <br />Further, he expressed concern about the continuing increase in County costs <br />for the Medicaid program. Other areas of concern include such programs as <br />Social Services, Cooperative Extension, Public Health, Aging, Court Support <br />and Mental Health that are designated by the State for local funding support. <br />Mr. Clifton cautioned that the County might be asked to increase local <br />funding in order to continue the programs if State funding is reduced or <br />eliminated. To address the funding shortfalls, he stated it might be <br />necessary for the County to defer some capital outlay projects until the <br />State's budget situation is resolved. <br /> <br />APPOINTMENTS TO BOARDS AND COMMITTEES <br /> <br />Cabarrus County Planning and Zoning Commission (Townships 3/4) <br /> <br /> Vice Chairman Carruth nominated Mr. Danny Benton for appointment to the <br />planning and Zoning Commission as the Township 3/4 representative. <br /> <br /> UPON MOTION 'of Commissioner Privette, seconded by Commissioner Freeman <br />and unanimously carried, the Board appointed Mr. Danny Benton to the Township <br />3/4 position on the Planning and Zoning Commission for a term of three years <br />ending January 31, 2004. <br /> <br />Tourism Authority Board of Directors (Seat No. 4) <br /> <br /> UPON MOTION of Chairman Fennel, seconded by Commissioner Privette and <br />unanimously carried, the Board reappointed County Manager Frank Clifton to <br />Seat No. 4 on the Tourism Authority Board of Directors for a term of three <br />years ending December 31, 2003. <br /> <br />Cabarrus County Parks and Recreation Comlssion <br /> <br /> UPON MOTION of Chairman Fennel, seconded by Commissioner Privette and <br />unanimously carried, the Board reappointed Mr. Lee Efird as the Kannapolis <br />School Board representative on the Parks and Recreation Commission for a <br />three-year term ending January 31, 2004. <br /> <br /> UPON MOTION of Chairman Fennel, seconded by Commissioner Suggs and <br />unanimously carried, the Board appointed Mr. George Culp to the 'Township 12 <br />position on the Parks and Recreation Commission for a term of three years <br />ending January 31, 2004. Mr. Culp will fill the position previously held by <br />Ms. Margaret W. Morrison III <br />to the Watershed Improvement Commission for a second six-year term ending <br />February 15, 2007. <br /> <br />Nursing Home Community Advisor~ Committee <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Chairman Fennel and <br />unanimously carried, the Board appointed Mr. Dennis Reid to the Nursing Home <br />Community Advisory Committee for an initial term of one yea~ ending February <br />28, 2002. <br /> <br />Water and Sewer Authority of Cabarrus County <br /> <br /> The Board received the resignation of Representative Jeff Barnhart from <br />the Water and Sewer Authority Board of Directors. Chairman Fennel volunteered <br />to serve on the Authority Board. <br /> <br /> UPON MOTION of Commissioner Privette, seconded bY Commissioner Freeman <br />and unanimously carried, the Board appointed Chairman Fennel to the Water and <br />Sewer Authority Board of Directors to complete an unexpired term ending June <br />2003. <br /> <br /> <br />
