Representative Jeff Barnhart <br />had requested a resolution from the Board in support of the legislation. <br /> <br /> UPON MOTION of Vice Chairman Carruth, seconded by Chairman Fennel and <br />unanimously carried, the Board adopted the following Resolution and directed <br />that the Resolution be sent to all other counties in North Carolina seeking <br />their support of the proposed legislation. <br /> Resolution No. 2001-02 <br /> <br /> RESOLUTION FOR VOTER IDENTIFICATION <br />AT ALL POLLING PLACES IN NORTH CAROLINA <br /> <br /> WHEREAS, public confidence in our process of elections is <br />indispensable, and a lack of voter confidence creates cynicism, voter apathy, <br />and undermines the civility of government; and, <br /> WHEREAS, each citizen is guaranteed equal protection under the law and <br />has every right to believe that his or her vote is equal to anyone else's; <br />and, <br /> WHEREAS, convenience in voting can improve the enfranchisement of all <br />the electorate, but convenience should not cause danger to the integrity of <br />the election process; and, <br /> WHEREAS, the Cabarrus County Board of Commissioners seeks to protect <br />the integrity of the election process and the validity of each citizen's <br />vote. <br /> NOW, THEREFORE, BE IT RESOLVED, that the Cabarrus County Board of <br />Commissioners endorses unanimously, and without reservation, legislation <br />requiring voter identification at all polling places in North Carolina. <br /> Adopted this the 19th day of February 2001. <br /> <br />/s/ Arne L.
