42 <br /> <br /> Town Attorney Burgher reported that the Town Council had requested an <br />amendment to the Town's charter to allow the Town to use the January 1, 2001 <br />tax roll to bill its 2000 taxes. He stated Senator Fletcher Hartsell and <br />Representative Jeff Barnhart have introduced the local legislation. <br /> <br /> Mr. Blair Bennett, Deputy County Manager for Administration, and Ms. <br />Dawn McHale, Tax Administrator, discussed the issues associated with the <br />process of billing and collecting the Town's 2000 tax levy. The Town's tax <br />bills must be issued by May 15 in order for the Town to qualify for any <br />shared tax revenues for the next fiscal year. Ms. McHale indicated that the <br />County could send out the Town's tax bills by May 15 if the General Assembly <br />approves the amendment to the Town's Charter. However, she did point out that <br />the Town's residents would receive two tax bills within a short period of <br />time since the tax bills for the current year will be mailed in July. <br /> <br /> UPON MOTION of Chairman Fennel, seconded by Commissioner Privette and <br />unanimously carried, the Board moved to support the Town of Midland's request <br />for the North Carolina General Assembly 'to amend the Town's Charter to allow <br />the Town to use the January 1, 2001 tax roll for billing the 2000 taxes. The <br />County. will issue the 2000 tax bills for the Town of Midland based on the <br />January 1, 2001 tax roll, if the North Carolina General Assembly approves the <br />legislation. In addition, the County will provide services as necessary <br />through contracts with the Town of Midland to ensure that services are <br />provided to the citizens of Midland until they have adequate revenues to <br />support their own Town. The Town of Midland will act as its own appeals and <br />review board for the 2000 tax bills and will pay the standard 1.$ percent <br />collection fee and any additional costs, including postage and printing, <br />associated with the 2000 tax billing. <br /> <br /> Town Council Member Whitley expressed concern that the Midland fire tax <br />was included in the incentive plan for Corning, Inc. <br /> <br /> The meeting with the Midland Town Council ended, and the Council <br />Members left the meeting. <br /> <br />Meetin~ with Concord City Councll <br /> <br /> Mayor George W. Liles, Mayor of the City of Concord, and the Concord <br />City Council met in joint session with the Board. The following City Council <br />members were present: Scott Padgett, Lamar Barrier, David Phillips, Allen <br />Small, Alfred Brown and Jim Ramseur. Also present were Mr. Brian Hiatt, City <br />Manager; Mr. Gordon Belo, City Attorney; and Mrs. Vickie Weant, City Clerk. <br /> <br /> Mr. Clifton 'gave a brief overview of the planned Expo Center to be <br />built at Highway 49 and Old Airport Road in the City of Concord. He asked <br />the City's assistance in addressing zoning issues associated with the project <br />and in resolving questions regarding water service to the site. The Concord <br />City Council indicated its willingness to work with the County on these <br />issues. <br /> <br />Closed Session - Economic Development <br /> <br /> UPON MOTION of Chairman Fennel, seconded by Vice Chairman Carruth and <br />unanimously carried, the Board moved to go into closed session with the <br />Concord City Council to discuss an economic development issue pursuant to <br />North Carolina General Statute 143-318.11(a) (4). <br /> <br /> ~PON MOTION of Chairman Fennel, seconded by Commissioner Privette and <br />unanimously carried, the Board voted to end the closed session. <br /> <br />No action was reported from the closed session. <br /> <br />Recess of Meetin~ <br /> <br /> There being no further business to come before the Board, Chairman <br />Fennel recessed the meeting at 9:10 p.m. until 8:00 a.m. on Monday, March 12, <br />2001, at the Red Pig Restaurant on Corban Avenue. <br /> <br />Clerk to the Board <br /> <br /> <br />
