44 <br /> <br />(3) <br /> <br />(4) <br /> <br />(5) <br /> <br />Sponsorship commissions: The compensation for sponsorship <br />opportunities, exclusive of Naming Rights as provided above, shall be <br />payable at 15% of the total value of the sponsorship, paid on an annual <br />basis. <br />Charitable Fund: Upon receipt of the commission, Superlative will <br />create a charitable fUnd of not less than 5% of all commissions to be <br />used in Cabarrus County, North Carolina. <br />Pre-approved ~Expenses: In addition, The Superlative Group will be <br />reimbursed for preapproved expenses incurred in connection with its <br />engagement within 30 days of invoice. Agreed upon expenditures <br />include: <br />· Travel expenses between Superlative offices and Cabarrus County for <br /> employees of Superlative in connection with this project <br /> Ordinary expenses within the Cabarrus County area for employees of <br /> Superlative in connection with this project <br />· Travel, lodging, meals and entertainment expenses outside of the <br /> Cabarrus County area, at the request of Cabarrus County, will be <br /> paid by Cabarrus County <br />· Expenditures for marketing materials will 'be paid by Cabarrus <br /> County. Cabarrus will reimburse Superlative within 30 days of <br /> receipt of invoice for any collateral promotional or marketing <br /> materials authorized to purchase for Cabarrus County. <br /> <br /> There was brief discussion regarding the propOsal and the issue of <br />selling naming rights for facilities. <br /> <br /> UPO~ MO?ION of Chairman Fennel, seconded by Vice Chairman Carruth and <br />unanimously carried, the Board authorized the County Manager to enter into a <br />contract with The Superlative Group, Inc. for the assessment, development and <br />sale of corporate sponsorships as outlined in the proposal. <br /> <br />Le~isla~ive Xssues <br /> <br /> Chairman Fennel introduced discussion concerning the impact of the <br />State's budget problems on Cabarrus County. Governor Mike Easley has decided <br />to defer the April 30th payment of the business inventory reimbursement to <br />counties and municipalities. This $1.3 million payment to Cabarrus County <br />represents approximately 1.5 cents on the County's tax rate. Legislation has <br />been introduced for an emergency appropriation of State funds to make the <br />April 30tn payment to local governments. However, there is no guarantee that <br />the legislation will be approved. <br /> <br /> There was discussion about the continuing increase in both local and <br />State costs for the Medicaid program. Local funding for Medicaid is expected <br />to increase by approximately $1.7 million for FY 2002. Board members and Mr. <br />Wayne Trexler, Chairman of the Social Services Board, discussed concerns that <br />no one is monitoring the Medicaid program and many of its users abuse the <br />program. According to Mr. Trexler, many Medicaid recipients go to the <br />hospital emergency room for medical care rather than a doctor's office. <br /> <br /> Mr. Clifton stated the proposed Mental Health reforms could provide <br />more local control but would also increase local costs. Senator Hartsell <br />reported he had been informed that the North Carolina Association of County <br />Commissioners (NCACC) and a majority of counties support the proposed changes <br />to the Mental Health system. <br /> <br /> After discussion, Board members expressed satisfaction with the local <br />Area Mental Health Program and generally agreed they would like to be able to <br />retain the current program consisting of Cabarrus, Rowan, Stanly and Union <br />counties. The Board by consensus asked Mr. Clifton to draft a letter to Mr. <br />Ron Aycock, Executive Director of NCACC, expressing concern about the <br />proposed Mental Health reforms, the impact on the local Area Mental Health <br />Program and the potential for program costs or "unfunded mandates" to be <br />passed to the counties. Chairman Fennel asked that a copy of the letter be <br />sent to the other 99 counties' asking that they take similar action. <br /> <br /> Mr. Clifton asked the legislative delegation to support the relocation <br />of the North Carolina Department of Transportation "salt dome" on Highway 49 <br />to a new site on state-owned land on Stough Road. The City of Concord and <br />the County are trying to acquire the Highway 49 property for a new fire <br />station and the possible co-location of a County Emergency Medical Services <br />station. Acquisition of the property would also provide needed access for <br />the County to develop the second phase of W. W. Flowe Park. <br /> <br /> <br />
