60 <br /> <br /> .WHEREAS, the Area Program received a score of 91% in the State on <br />consumer satisfaction; and <br /> WHEREAS, the Area Program has received "unqualified opinions" from <br />external, independent, audit firms since the inception of these audits in <br />1974; and <br /> WHEREAS, the Area Program is operating and providing quality services <br />in a fiscally responsible manner; and <br /> WHEREAS, the current arrangements have proved to be satisfactory to the <br />Board of Commissioners and the citizens of this county. <br /> NOW THEREFORE, BE IT RESOLVED by the Board of Commissioners of Cabarrus <br />County that: <br />Section 1. The continued provision of services under the current Area <br /> program is more than satisfactory and should be maintained. <br />Section 2. The provision of services under the current arrangement is <br /> altogether more acceptable and appropriate than the provision of <br /> ~ervices by a State agency. <br />Section 3. The County does not have an interest in providing mental health <br /> services directly as another County department; or indirectly <br /> under Article 160A. <br />Section 4. The CouDty opposes any and all sections of H.B. 381 that shift <br /> governance to counties. <br />Section 5. Bonds, Clerk to the Board <br /> <br />Addendum to Incentive Grant Agreement for Southeastern Packagln~ Company <br /> <br /> Mr. Todd Ross, representing Southeastern Packaging Company, requested <br />approval of an Addendum to the 1999 Industrial Development Incentive Grant <br />Agreement for an expansion project by Southeastern. In addition to making <br />improvements on the current site, he stated the company had acquired 29 acres <br />across the street from the existing plant and built a 160,000 square foot <br />facility to house new machinery. The Addendum would add this property that <br />was acquired and on which improvements were made for the expansion project. <br /> <br /> Mr. Bill Kouri, County Tax Auditor, responded to questions regarding <br />the implementation of the incentive grant program for Southeastern Packaging. <br />He advised that he had not yet received information from the company <br />regarding specific values of the improvements. <br /> <br /> There was discussion regardin9 the amount of the incentive 9rant and <br />the amount of the increased investment by the company. <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Chairman Fennel and <br />unanimously carried, the Board deferred consideration of the Addendum to the <br />Incentive Grant Agreement for Southeastern Packaging until the next meeting <br />with company officials and County staff to provide estimates as to the value <br />of the company's expansion project. <br /> <br />Consideration of Consulting Agreement with The Fer~uson Group, LLC - Chairman <br />Fennel <br /> <br />Chairman Fennel explained that The Ferguson Group, LLC is a lobbying <br />.group whose staff members are familiar with legislation and potential funding <br />for various local government projects. Local clients of the group include <br />Mecklenburg County and the cities of Concord and Charlotte. He proposed that <br />the Board consider the group's services in October and determine at that time <br />if Cabarrus County is interested in pursuing those services. <br /> <br /> There was general consensus to Chairman Fennel's .proposal and the issue <br />will be place~ on the October 2001 agenda for consideration. <br /> <br />N. C. City and County Management Association Civic Education Pro~ect - Frank <br />Clifton <br /> <br /> Mr. Clifton reviewed the Civic Education project sponsored by the North <br />Carolina City and County Management Association.
