63 <br /> <br /> The Board of Commissioners for the County of Cabarrus held a special <br />meeting in the Multipurpose Room at the Governmental center in Concord, North <br />Carolina on Tuesday, April 10, 2001, at 7:00 p.m. The recessed meeting <br />scheduled on April 9, 2001, was cancelled on April 6, and the Chairman called <br />a special meeting to consider the following items: (1) Proposed Addendum to <br />the Incentive Grant Agreement for Southeastern Packaging Company; (2) Review <br />of site work costs for three new schools; (3) Expo Center - Update and <br />construction review; and (4) Review and discussion of the p~oposed Unified <br />Development Ordinance. <br /> <br />Present - Chairman: Arne L. Fennel <br /> Vice Chairman: Robert W. Carruth <br /> Commissioners: Robert M. Freeman <br /> Coy C. Privette <br /> Richard D. Suggs <br /> <br /> Also present were Mr. Frank W. Clifton, Jr., County Manager; Mr. John <br />Day, Deputy County Manager for Operations; Mr. Jonathan Marshall, Planning <br />Services Director; Mr. Mike Downs, Development Services Director; Mr. Rodger <br />Lentz, Senior Planner; Ms. Dawn McHale, Tax Administrator; Mr. Bill Kouri, <br />County Tax Auditor; and Mrs. Frankie F. Bonds, Clerk to the Board. <br /> <br /> Chairman Fennel called the meeting to order at 7:10 p.m. <br /> <br />Proposed Addendum to the Incentive Grant Agreement for Southeastern Packa~in~ <br />ComDan¥ <br /> <br /> Mr. Todd Ross of Southeastern Packaging Company reviewed the company's <br />request to amend its 1999 Incentive Grant Agreement to include the addition <br />of property located across the street from the original parcel. He explained <br />the company had purchased the additional property and built a 160,000 square <br />foot facility to house new machinery. He presented the following information <br />concerning the company's expansion project: <br /> <br />Business: Corrugated paper sheets manufacturing <br />Expansion Rationale: Increase ability to be competitive in industry <br /> Increase capacity and maintain highest quality <br /> Retain jobs <br />IDI Grant Terms Approved in 1999: County-75% for 5 years on real property; <br /> 75% for 3 years on personal property. <br /> City-75% for 5 years on real and personal <br /> property. <br /> <br />Project Estimate - Presented in 1999 IDI Agreement Signed in 1999 <br />Employment: Approximately 130 Employment: Approximately 126 <br />Investment: $16-18 Million Investment: Approximately $16-20 <br /> million <br /> <br /> Project Actual - Presented in 2001 <br />Employment: 122 <br /> (Additional Job Vacancies) <br />Investment: $23 million <br /> (not net of disposals) <br /> Building $6,000,000 <br /> M & E $17,000,000 <br /> Computers $15,000 <br /> $4,000,000 <br /> <br />Disposals (at cost): <br /> <br /> Mr. Maurice Ewing, President of the Cabarrus Economic Development <br />Corporation, gave a brief history of the Southeastern Packaging expansion <br />project. He stated the company at one time had been considering the <br />possibility of closing its facility in Cabarrus County and relocating to a <br />new f~cility in Rowan County. <br /> <br /> There was discussion about the proposed amendment to the Incentive <br />Grant for Southeastern Packaging, including the company's failure to create <br />new job opportunities, the company's preservation of existing jobs and the <br />opportunity for the expansion of an existing business in Cabarrus County. <br /> <br /> UPON MOTION of Chairman Fennel, seconded by Vice Chairman Carruth with <br />Chairman Fennel, Vice Chairman Carruth and Commissioners Freeman and Suggs <br />voting for, and Commissioner Privette voting against, the Board approved the <br />Addendum to the Incentive Grant Agreement (dated as of June 14, 1999) for <br />Southeastern Packaging Company, specifically amending Exhibit B to include <br />three parcels of land totaling 29.173 acres [1-9-19.3 (6.53 acres), 1-9-19.1 <br /> <br /> <br />
