<br /> The Board of Commissioners for the County of Cabarrus met in regular
<br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental
<br />Center in Concord, North Carolina on Monday, April 23, 2001, at 6:30 p.m. .By
<br />resolution adopted on February 19, 2001, the Board changed the regular meeting
<br />date from April 16 to April 23. The Notice changing the regular meeting
<br />schedule was published in THE INDEPENDENT TRIBUNE on March 1, 2001 and in THE
<br />CHARLOTTE OBSERVER (Cabarrus Neighbors) on March 4, 2001.

<br />Burgner, Attorney with Hartsell, Hartsell & White; and Mrs. Frankie F. Bonds,
<br />Clerk to the Board.

<br />Chairman Fennel called the meeting to order at 6:30 p.m.
<br />
<br /> Girl Scout Cadette Troop 118 of Rocky River Presbyterian Church
<br />conducted the Flag Ceremony. Scouts participating in the ceremony were Raegan
<br />House, Taylor House, Kelly Pippin and Patricia Pippin.
<br />
<br /> Reverend Ron Bushey, Assistant Pastor at Young Memorial Baptist Church,
<br />gave the invocation.
<br />
<br />APPROVAL OR CORRECTION OF MINUTES
<br />
<br /> UPON MOTION of Commissioner Privette, seconded by Commissioner Suggs and
<br />unanimously carried, the Board approved the minutes of March 26, 2001 and
<br />April 10, 2001 as written.
<br />
<br />APPROVAL OF THE AGENDA
<br />
<br /> UPON MOTION of Chairman Fennel, seconded by Vice Chairman Carruth and
<br />unanimously carried, the Board approved the Agenda as submitted.

<br />Proclamation - Cabarrus County Day of Prayer (May 3, 2001) - Chairman Fennel
<br />
<br /> UPON MOTION of Chairman Fennel, seconded by Commissioner Freeman and
<br />unanimously carried, the Board adopted the following Proclamation.
<br />
<br /> CAB~RUS COUNTY
<br /> DAY OF PRAYER
<br />First Thursday of May
<br />PROCLAMATION
<br />
<br /> WHEREAS, the first Thursday of May has been designated as the NATIONAL
<br />DAY OF PRAYER; and
<br /> WHEREAS, Jeremiah 29:12-13 states, ~Then you will call upon Me, and go
<br />and pray to Me, and I will listen to you. And you will seek Me and find Me,
<br />when you search for Me with all your heart;" and
<br /> WHEREAS, the vast majority of citizens in Cabarrus County believe in the
<br />Judeo-Christian values that have made and keep our country great; and
<br /> WHEREAS, we all need to continually give thanks to God for his many
<br />blessings in our lives and to pray for those in authority (I Timothy 2:1-2)
<br />and for our county, our state and our nation; and
<br /> WHEREAS, Jeremiah 29 says to pray for God's guidance in your llfe and
<br />that of our country; and
<br /> WHEREAS, Isaiah 59 says to exercise humility and repentance with
<br />confession for yourself and for our nation, praying that our country will
<br />return to its spiritual roots; and
<br /> WHEREAS, I Timothy 2 and Romans 12 tell us to pray that the people of
<br />our nation would respect one another and be bound together beyond racial and
<br />religious barriers, asking for God's unity to restore the people.
<br /> THEREFORE, the Cabarrus County Board of Commissioners declares that the
<br />first Thursday in May this year (May 3, 200I) and each subsequent year be
<br />declared The Annual Cabarrus County Day of Prayer. And, that all citizens
<br />join us in praying for our nation, our state, our county and ourselves.

<br /> Chairman Fennel announced that the Chairman's Prayer Breakfast would be
<br />held on Saturday, May 5, at 8:00 a.m. at McGill Baptist Church. United States
<br />Representative Robin Hayes will be the guest speaker.
