82 A second Public hearing for Petition C01-01(R) will be advertised for the May 21s~ Board meeting. Request by County Veterinarians to Increase the Rabies Vaccination Fee from $7.00 to $10.00 The Board received the written request from local veterinarians to increase the amount charged at area rabies clinics from $7.00 to $10.00. The veterinarians wrote that they felt, with inflation and rising costs, that it was time to raise the rabies vaccination fee that had been in effect for more than five years. No veterinarians were present for the meeting. Chairman Fennel made a motion, seconded by Vice Chairman Carruth, to increase the rabies vaccination fee at area rabies clinics from $7.00 to $10.00 as requested by local veterinarians. Lt. Joe Shue of the Cabarrus County Animal Control spoke in opposition to the proposed increase. He reviewed the North Carolina General Statutes regulating the establishment of county rabies vaccination clinic fees, the County's cost of approximately $.77 per rabies vaccination and a comparison of rabies clinic prices for surrounding counties. Finally, Lt. Shue stated in his opinion the proposed $10.00 fee was too high and would prevent persons on fixed incomes from taking their pets to get the rabies vaccinations. Chairman Fennel withdrew his motion to approve the fee increase. Vice Chairman Carruth withdrew his second to the motion. The Board took no action, and the fee for rabies vaccinations at county rabies vaccination clinics remained at $7.00. Presentation of the Proposed Fiscal Year 2002 Cabarrus County Budget; Setting the Public Hearing and Schedule for Budget Work Sessions - Frank Clifton Mr. Clifton presented the proposed Fiscal Year 2002 Cabarrus County Budget. The proposed county general fund budget' for FY 2002 totaled $135,764,853.00 with the current county tax rate of $.56 proposed to remain in effect for FY 2002. It was noted the proposed FY 2002 Budget appropriates approximately $20 million of unobligated accumulated reserves as a revenue source to fund one time capital expenditure or exceptional items. Mr. Clifton reviewed a number of FY 2002 Budget highlights, including such items as the State's fiscal problems, Pillowtex Bankruptcy, Educational Funding; Highway 49 Exposition Project; Convention Center - Hotel Project; Economic Development Incentives - Cabarrus County Economic Development Corporation; Employee related issues; Medicaid Funding - Local Share; Road Construction - Improvement Activities; Mental Health Services - Proposed State Legislative Changes/Impacts; Water and Sewer Long-Term Capacity Requirements; and Recreational Opportunities - Park Construction Projects. UPON MOTION of Commissioner Privette, seconded by Vice Chairman Carruth and unanimously carried, the Board set the public hearing for the proposed FY 2002 Cabarrus County Budget at 7:00 p.m. (or as soon thereafter as persons may be heard) on Monday, May 21, 2001, and approved the following schedule for budget work sessions: April 24 and 30; May 3, 14, 15, 22, 24, 29 and 31; June 4, 11, 25 (if required) and 26 (if required). Work sessions will begin at 6:30 p.m. and will.be held in the Multipurpose Room at the Governmental Center on each of the scheduled dates. APPOINTMENTS TO BOARDS AND COMMITTEES Criminal Justice Partnership Advisory Board UPON MOTION of Commissioner Privette, seconded by Commissioner Suggs and unanimously carried, the Board approved the following reappointments to the Criminal Justice Partnership Program Advisory Board for terms of three years ending April 30, 2004: Wesley Seamon (Juvenile Court Counselor); William Adams (At Large); Patrick Quinn (At Large); James Foster (Moving from Defense Attorney position to Victim of Crime position): Ronda Powell Probation/Parole); and Judge Donna H. Johnson (District Court Judge). Commissioner Freeman questioned residency requirements for members of appointed boards and committees. He pointed out that Patrick Quinn is not a resident of Cabarrus County. There was brief discussion concerning the desirability of appointing County residents to volunteer boards and committees. UPON MOTION of Commissioner Privette, seconded by Commissioner Freeman and unanimously carried, the Board appointed Anna Hood to replace Patrick 'Qulnn as an at-large member on the Criminal Justice Partnership Program Advisory Board. Ms. Hood's three-year term of appointment will end on April 30, 2004.
