85 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in recessed <br />session in the Multipurpose Room at the Cabarrus County Governmental Center in <br />Concord, North Carolina, on Monday, April 30, 2001, at 6:30 p.m. <br /> <br />Present - <br /> <br />Absent - <br /> <br />Vice Chairman: Robert W. Carruth <br />Commissioners: Robert M. Freeman <br /> Coy C. Privette <br /> Richard D. Suggs <br />Chairman: Arne L. Fennel <br /> <br /> Also present were Mr. Frank W. Clifton, Jr., County Manager; Mr. Blair <br />D. Bennett, Deputy County Manager for Administration; Mr. John D. Day, Deputy <br />County Manager for Operations; Mr. Don C. Cummings, Human Resources Director; <br />Ms. Cathie K. Straub, Budget Officer; and Mrs. Frankie F. Bonds, Clerk to the <br />Board. <br /> <br /> Vice Chairman Carruth presided in the absence of Chairman Fennel and <br />called the meetin9 to order at 6:35 p.m. <br /> <br />Cabarrus Community Care Plan, Inc. <br /> <br /> Mr. Jim Cook, Social Services Director, introduced Dr. Allen Dobson, <br />Chairman of the Governing Board for Carolina Access' III (the Medicaid managed <br />care demonstration project in Cabarrus County) to present information <br />concerning the Cabarrus Community Care Plan. <br /> <br /> Dr. Dobson reported the Cabarrus Community Care Plan is seeking Federal <br />Community Access Program grant funds to develop a system to provide healthcare <br />for the uninsured in Cabarrus County. The target population includes those <br />uninsured adults who have incomes less than or equal to 125 percent of the <br />federal poverty level. <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner Freeman <br />and unanimously carried, the Board approved the following Letter of Support. <br /> <br />April 30, 2001 <br /> <br />CABARRUS COMMUNITY CARE PLAN, INC. <br />RE: Statement of community support: <br />uninsured. <br /> <br />Healthcare provisions for the <br /> <br />The Cabarrus County Commissioners affirm the community's <br />commitment to provide equal access to needed health services to <br />all residents of Cabarrus County. <br /> <br />Our endorsement of the Cabarrus Community Care Plan, Inc., is <br />consistent with the on-going support of the existing Human Service <br />provider network. <br /> <br />A goal of this Board is to continually seek avenues of service <br />that insure participation in essential human services for those in <br />the greatest need. <br /> <br />We believe that our community's demonstrated integration of <br />community health services portrays our willingness to build on and <br />sustain programs designed to benefit "at risk" segments of our <br />community. <br /> <br />The Cabarrus County Board of Commissioners has a solid record of <br />sound fiscal support to these programs. <br /> <br />Cabarrus County Commissioners support and encourage the formation <br />of the Cabarrus Community Care Plan, Inc., and the efforts to <br />obtain grant funding from the Health Resources and Service <br />Administration for the Community Access Program. <br /> <br />Sincerely, <br />Arne L. Suggs, Commissioner <br /> <br />Cooperative Extension Service <br /> <br /> Mr. Clifton gave a brief overview of the funding of the Cooperative <br />Extension Program. He stated the County funds 50 percent of salary and <br />benefits for local Extension employees and is also responsible for other local <br />operating expenses. Further, Mr. Clifton reported the County has contracted. <br />with Ms. Debbie Bost, local Cooperative Extension Director, to provide <br />services associated with the Fair outside of her other job responsibilities. <br />The State has approved that contract. <br /> <br /> Ms. Bost d~scussed performance data and the impact on the community by <br />the following Cooperative Extension Programs: 4-H Youth Development, <br />Horticulture, Agriculture, and Family and Consumer Science. She stated that an <br />additional horticulturist position is proposed with the City of Concord and <br />Cabarrus County to share the costs.
