92 <br /> <br />OLD BUSINESS <br /> <br />Update on the County Expo Site - Nicole Storey~ Planner <br /> <br /> Ms. Nicole Storey, Planner, presented an update on the County <br />Exposition and Fairground project. The Concord Planning and Zoning Commission <br />voted last week to recommend approval of the Public Interest 'District <br />designation, and the Concord City Council will consider the request at its <br />meeting on June 14. Mr. Archie Coble of the City of Concord has advised it <br />may be necessary to implement a fire sprinkler system in the Expo building. <br />Staff members are looking into the need and associated costs for a sprinkler <br />system. The Midway portion of the project has been expanded to 8.75 acres <br />to allow for the continued expansion of the County Fair. The architects are <br />finalizing construction drawings with a bid date scheduled for June 19 and <br />the bid award on July 23. <br /> <br /> Mr. Clifton reported that Mr. Mark Chappuis has been hired as Facility <br />Manager for the Expo Center effective June 15. Mr. Chappuis is now employed <br />as the Sales and Marketing Director by the Allen County Memorial Coliseum in <br />Fort Wayne, Indiana. The groundbreaking ceremony for the Expo Center will be <br />held on June 25 at 6:30 p.m. <br /> <br />Rezonin~ Petition C01-01(R) by Ronnie Hinson to Rezone Property on Flowes <br />Store Road from Medium Density Residential to Office/Limited Commercial <br />Special Use - Public Hearing - 6:30 <br /> <br /> Zoning Atlas Amendment: <br /> Petition C01-01(R). Applicant Ronnie L. Hinson, PIN number 5538- <br /> 99-7762. Property is approximately 1.47 acres located on the <br /> west side of Flowes Store Road near Highway 601 intersection. <br /> Request is to rezone property from MDR (Medium Density <br />Residential) to O/LC(SU) (Office/Limited Commercial, Special <br /> Use). <br /> <br /> The Board held a public hearing for Petition C01-01(R) at its meeting <br />on April 23. There were questions at that time concerning the location of a <br />house between Mr. Hinson's property and Highway 601. The Board had deferred <br />consideration of the Petition and scheduled a second public hearing on May <br />21. The Public Hearing Notice was published in THE INDEPENDENT TRIBUNE on <br />May 6 and May 13, 2001. <br /> <br /> Mr. Jonathan Marshall, Planning Services Director, stated this was a <br />special use rezoning and everyone testifying would need to be sworn. <br /> <br /> Mr. Hartsell and the Clerk affirmed the following persons: Mr. <br />Marshall; Mr. Ronnie Hinson, Petitioner; Mr. Brian Joyner; and Mr. Darrell <br />Joyner. <br /> <br />Chairman Fennel opened the public hearing for Petition C01-01(R). <br /> <br /> Mr. Marshall reviewed the staff report that had been previously <br />presented on April 23. The Petitioner (Ronnie Hinson) would like to change <br />the zoning to relocate a small contracting company. The property, consisting <br />of approximately 1.47 acres, is located in Township 11 on the west side of <br />Flowes Store Road near the intersection of Highway 601 South. Currently, a <br />vacant single family house and several outbuildings are located on the <br />property. Mr. Marshall explained the Office/Limited Commercial (O/LC) zone is <br />intended to accommodate relatively small-scale commercial and office <br />development, is located near areas of commercial growth and may border <br />commercial zones. He reported adjacent parcels to the Hinson property <br />contain residential uses as well as light commercial uses, including some <br />home based businesses. The Allen Fire Department, an institutional use, is <br />also located nearby. Public water service is available to the site, but the <br />existing structure is served by a private septic system. The petitioner is <br />asking for rezoning to O/LC SU in order to locate the office and vehicle <br />storage garage for his contracting business. Mr.. Marshall stated the use <br />would provide an e.ffective transition between adjacent medium density housing <br />and commercial uses that surround the site. Further, he stated that staff <br />recommends approval of the rezoning with the following conditions: (1) <br />Petitioner adheres to conditions as outlined in his project narrative dated <br />March 27, .2001 which is included in the Agenda. In addition, Mr. Marshall <br />said the petitioner has agreed to increase the width of the landscape buffer <br />adjoining Mr. Brian Joyner's property from 30 feet to 40 feet and to increase <br />the required width of landscaping of the street yard from 10 to 20 feet. The <br />County Planning and Zoning Commission voted 6-3 to approve the petition. <br /> <br /> <br />
