108 <br /> <br />He expressed appreciation that the County did not freeze or reduce funding as <br />some counties had done after the State withheld reimbursements earlier this <br />year. <br /> <br /> There was general discussion about funding for the Schools, including <br />locally funded teachers and the potential for additional costs to provide new <br />classroom space if the proposed State lottery is approved. <br /> <br /> Chairman Fennel also questioned Dr. Winkler about other areas in which <br />the Cabarrus County Schools and Kannapolis City Schools can work together to <br />gain efficiency between the school systems. <br /> <br /> Dr. Winkler commented on the good relationship between the two school <br />systems and indicated an openness to pursue additional areas for working <br />together to consolidate costs. After discussion, it was generally agreed that <br />the staffs of the two school systems would look at other areas in which the <br />two systems could work together for improved efficiency. Chairman Fennel <br />pledged the Board's support with efforts to consolidate programs and improve <br />efficiency. <br /> <br />Closed Session <br /> <br /> UPON MOTION of Chairman Fennel, seconded by Vice Chairman Carruth and <br />unanimously carried, the Board moved to go into closed session as authorized <br />by' North Carolina General Statute 143-318.11(a) (4) to discuss matters <br />relating to the location or expansion of industries or other businesses in <br />Cabarrus County. <br /> <br /> UPON MOTION of Chairman Fennel, seconded by Vice Chairman Carruth and <br />unanimously carried, the Board moved to end the closed session. <br /> <br />No action was reported from the closed session. <br /> <br />Recess of Meetin~ <br /> <br /> There being no ~further business to come before the Board, Chairman <br />Fennel recessed the meeting at 8:47 p.m. until 6:30 p.m. on Thursday, May 31, <br />2001, in the Multipurpose Room at the Governmental Center. <br /> <br />Clerk to the Board <br /> <br /> <br />
