135 <br /> <br />the Region F Emergency Medical Services (EMS) Advisory Council for terms of <br />two years ending.June 30, 2003. <br /> <br />Department of A~in~ Advisor~ Board <br /> <br /> Vice Chairman'Carruth reported that the Department of Aging Advisory <br />Board had requested that Martha Hagood be removed from her appointment to the <br />Advisory Board due to her failure to attend any meetings. The Advisory Board <br />recommended the appointment of Jack Moore to fill that position. <br /> <br /> UPON MOTION of Vice Chairman Carruth, seconded by Commissioner Freeman <br />and unanimously carried, the Board removed Martha Hagood from the Department <br />of Aging Advisory Board and appointed Jack K. Moore to complete an unexpired <br />term ending December 31, 2002. <br /> <br />Criminal Justice Partnership Program Advisory Board <br /> <br /> UPON MOTION of Commissioner Freeman, seconded by Chairman Fennel and <br />unanimously carried, the Board appointed Stephanie L. Sloop to the "Business <br />Community" position on the Criminal Justice Partnership Advisory Board. Ms. <br />Sloop's term of appointment will end on April 30, 2004. <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner Freeman <br />and unanimously carried, the Board appointed the new Chief of Police (Merl <br />Hamilton) for the City of Concord to fill the "Chief of Police" position on <br />the Criminal Justice Partnership Advisory Board. Chief Hamilton's term of <br />appointment will end on April 30, 2003. <br /> <br />Public Health Authority Board of Directors <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner Freeman <br />and unanimously carried, the Board appointed Vice Chairman Carruth as the <br />Commissioner member on the Public Health Authority of Cabarrus County. Vice <br />Chairman Carruth's term of apPointment will end on June 30, 2004. <br /> <br /> Vice Chairman Carruth filled the position previously held by Carolyn <br />Carpenter who was serving as "designee" of the Board of Commissioners. <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Chairman Fennel and <br />unanimously carried, the Board appointed Mark S. Nantz to the Public Health. <br />Authority as the designee of the NorthEast Medical Center Board of Trustees <br />for a three-year term ending June 30, 2004. <br /> <br />Mr. Nantz filled the position previously held by Laurence Hlnsdale. <br /> <br />INFORMAL PUBLIT CO~4ENTS <br /> <br /> At 8:35 p.m., Chairman Fennel opened the meeting for Informal Public <br />Comments. <br /> <br /> Mr. Sherrill Laney stated that he supported the CDBG Infrastructure <br />Grant application that was discussed earlier in the meeting. <br /> <br /> There was no one else present who wished to address the Board, and <br />Chairman Fennel closed that portion of the meeting. <br /> <br />COMMISSIONERS DISCUSSION & RESPONSE TO INFORMAL PUBLIC COMMENTS (if needed) <br /> <br /> As a point of personal privilege, Commissioner Privette commented on an <br />article in THE iNDEPENDENT TRIBUNE that had indicated that the Board would be <br />discussing the merger of the Cabarrus County and Kannapolis City Schools at <br />this meeting. He stated that this was not an issue before the Board at this <br />time and in his opinion the systems should remain as they are. <br /> <br /> Chairman Fennel stated he had advised the two school systems of the <br />Board's commitment to support any efforts by the two systems to work together <br />in order to gain efficiencies. The issue of a merger had been included in <br />the County Manager's FY 2002 Budget Message that was presented in April 2001, <br />but the Board had not discussed the matter. <br /> <br /> <br />
