The County shall retain a one and one-half percent (1 1/2%) <br />collection fee. <br /> <br /> Section 2: The assessment fee required in Section 1 shall not be <br />imposed on any business that is owned by low- and moderate income persons, <br />any business whose employees total at least 51% low- and moderate income <br />persons, or any residence that is owned and occupied by low- and moderate <br />income persons. <br /> <br /> Section 3: In the event a person who owns acreage with a home wants to <br />connect to the lines the assessment fee will be $500.00 for the home only. <br />In the event the property is developed further the fee schedule in Section 1 <br />will be in effect. <br /> <br /> Section 4: Ail revenues generated by this assessment fee shall be used <br />in the following manner: The County will set up a Water and Sewer Capital <br />Improvement Fund to provide grants for the extension of new lines or <br />upgrading of existing lines within the County. <br /> <br />Adopted this 28tn day of June, 2001. <br /> <br />/s/ Frankie F. Fennel <br /> <br />Chairman, Board of Commissioners <br /> <br /> The map for the Northwest District is on file in the Office of the <br />County Manager. <br /> <br /> This Resolution replaced the Resolution adopted by the Board on June <br />18, 2001 concerning water charges for the CDBG target area. <br /> <br /> Mr. Day discussed the possibility of creating a district such as the <br />Northwest District to cover the entire county and est'ablishing similar water <br />and sewer connection fees. He stated this would establish a funding mechanism <br />to help pay for the extension of new lines or the upgrade of existing lines. <br />The Board by consensus asked Mr. Day to pursue this issue and bring a <br />proposal back to the Board for consideration at a future meeting. <br /> <br /> Mr, Hartsell advised that the Water and Sewer District of Cabarrus <br />County s~ill exists and does have annexation authority. <br /> <br />Appointment to the Jur~ Commission <br /> <br /> The Board received the application submitted by Gene Morris, Clerk of <br />Superior Court, for the appointment of Phyllis Crump to the Jury Commission. <br /> <br /> UP6N MOTION of Commissioner Privette, seconded by Chairman Fennel and <br />unanimously carried, the Board appointed Phyllis Crump to the Jury Commission <br />for a term of two years ending June 30, 2003. <br /> <br />Transfer of Property by the Cabarrus Board of Education to the Town of <br />Harrisburg - Waiver by the County Commissioners of the Right of First Refusal <br />to Acquire the Property <br /> <br /> Chairman Fennel introduced the issue regarding the proposed transfer by <br />the Cabarrus Board of Education of approximately one-half acre of property to <br />the Town of Harrisburg. The Board had deferred this matter at its meeting on <br />June 18 in order for the residential developer (Joe Stallings), the <br />industrial developer (Chris Perri with Trammell Crow Company) and the Town of <br />Harrisburg officials to meet and try to resolve any remaining issues <br />concerning the Saddle Creek Development. Stating this meeting was not a <br />public hearings Chairman Fennel said the issue before the Board was whether <br />the Board wou].d waive its right of first refusal to acquire the one-half acre <br />of property. <br /> <br /> <br />
