Fennel, Chairman <br /> <br />OLD BUSINESS <br /> <br />Resolution(s) and Ordinance(s) Grantin~ Non-Exclusive Franchises to <br />Specialized Transport and Harrisbur~ Volunteer Fire Department and Rescue~ <br />Inc. for the Operation and Regulation of a Non-Emergency Ambulance Service <br />Within Cabarrus County - Second Reading <br /> <br /> Mr. Ron Harwood, Director of Cabarrus County Emergency Medical <br />Services, addressed recent complaints from four nursing homes that the <br />facilities were being billed by Specialized Transport for transport services <br />provided to their residents. He discussed the following issues: (1) Medicaid <br />and Medicare compliance requirements; (2) Medical necessity forms associated <br />with ambulance transports; and (3) Reduced charges by Specialized Transport <br />for wheel chair and geriatric chair transports. Mr. Harwood pointed out that <br />the nursing homes could either provide transportation services to their <br />residents or contract with another provider for those services. Finally, he <br />advised that Ms. Linda Miller, Ombudsman with the Centralina Council of <br />Governments, had offered to meet with the various agencies to help resolve <br />the issue. <br /> <br /> UPON MOTION of Vice Chairman Carruth, seconded by Commissioner Freeman <br />and unanimously carried, the Board adopted the following Resolutions and <br />Ordinances on second reading: (1) Resolution and Ordinance Granting a Non- <br />Exclusive Franchise to Specialized Transport, For the Operation and <br />Regulation of a Non-Emergency Ambulance Service Within Cabarrus County, North <br />Carolina, Pursuant to the Terms of that Certain Ordinance Adopted September <br />4, 1990, and Constituting the Franchise Agreement Referred to Therein <br />(Resolution No. 2001-12 and Ordinance No. 2001-04); and (2) Resolution and <br />Ordinance Granting a Non-Exclusive Franchise to Harrisburg Volunteer Fire <br />Department and Rescue, Inc., for the Operation and Regulation of a Non- <br />Emergency Ambulance Service within Cabarrus County, North Carolina, Pursuant <br />to the Terms of that Certain Ordinance Adopted September 4, 1990, and <br />Constituting the Franchise Agreement Referred to Therein (Resolution No. <br />2001-13 and Ordinance No. 2001-05). The Resolutions and Ordinances as <br />adopted by the Board are recorded on Pages 124-128 of the minutes for the <br />meeting held on June 18, 2001. <br /> <br />CONSENT AGENDA <br /> <br />Authorization to Submit Application for NCDOT Rural Operating Assistance <br />Program Funds for FY 2001-2002 <br /> <br /> UPON MOTION of Chairman Fennel, seconded by Commissioner Suggs and <br />unanimously carried, the Board authorized the submission of the "Application <br />for Operating Assistance Rural Operating Assistance Program FY 2001-2002" and <br />authorized execution of Appendix A that will be submitted as a part of the <br />Application. <br /> <br />State of North Carolina <br />County of Cabarrus <br /> APPENDIX A <br /> CERTIFIED STATEMENT <br /> FY 2001 - 2002 <br /> RURAL OPERATING ASSISTANCE PROGRAM <br /> <br /> Whereas Article 2B of Chapter 136 of the North Carolina General <br />Statutes and the Governor of North Carolina have designated the North <br />Carolina Department of Transportation as the agency responsible for <br />administering all federal and/or state programs related to public <br />transportation, and grants the department authority to do all things required <br />in applicable federal and/or state legislation to properly administer the <br />public transportation programs within the State of North Carolina; <br /> <br /> <br />
