He reviewed the low
bids and the recommended alternates for the project. He stated the single
prime bid, with Alternates No. 2, 3, 5 and 6, provided the lowest and best
bid for the County in the amount of $15,765,200.00 and recommended the award
of the bid to Matthews Construction.

UPON MOTION of Commissioner Freeman, seconded by Commissioner Privette
and unanimously carried, the Board awarded the single prime contract for the
construction of Phase 1 of the Cabarrus County Exposition Park, and including
Alternates No. 2, 3, 5 and 6, to the low bidder, Matthews Construction, in
the amount of $15,765,200.00. Further, the Board authorized the County
Manager and County Attorney to proceed with execution of the contract with
Matthews Construction.

Consider the Selection of a Color Scheme for the Expo Center

Mr. Clifton and Mr. Tim Demmitt of Overcash-Demmitt Architects reviewed
the two proposed color schemes for the Expo Center. The original color
scheme had the brighter colors, including a teal roof and red and yellow
accents. The other was a more muted color scheme, including a slate blue-
gray roof with tan and gray accents. The possibility of looking for a deeper
blue color for the roof was also discussed.

Board members asked Ms. Debbie Bost, County Extension Director, and Mr.
Mark Chappuis, General Manager of the Expo Center, their opinion of the two
color schemes. Ms. Bost stated she preferred the brighter color scheme. Mr.
Chappuis said they were both excellent color schemes.

UPON MOTION of Commissioner Privette, seconded by Commissioner Freeman
and unanimously carried, the Board selected the original color scheme with
the brighter colors, including the red and yellow accents.

Resolution Declaring August as Celebrate Hosiery Month in Cabarrus County

UPON MOTION of Commissioner Privette, seconded by Commissioner Freeman
and unanimously carried, the Board adopted the following Resolution.

Resolution No. 2001-17
Resolution
Declaring "Celebrate Hosiery" Month

WHEREAS, the North Carolina hosiery industry has been an important
contributor to the state's economy for more than a century; and
WHEREAS, the industry provides employment to 33,000 persons in North
Carolina, enhancing their quality of life; and
WHEREAS, North Carolina hosiery companies produce 60 percent of the
domestic hosiery products in the United States, representing sales of $3.2
billion which flows throughout the businesses of our communities; and
WHEREAS, Cabarrus County is one of 33 counties in North Carolina that
includes hosiery manufacturing and companies that supply producers of ladies
hosiery, body wear and socks for men, women and children.
THEREFORE BE IT RESOLVED, that the Cabarrus County Board of
Commissioners does declare August 2001 as Celebrate Hosiery Month to
recognize the contributions of the hosiery industry to the livelihood of our
citizens, and the economic base of our communities and the State of North
Carolina.
Adopted this 6th day of August 2001.

/s/ Robert W.
