Hundreds of county residents participated in the development of a vision, strategies and action steps in the six foundation areas of Education, Economic Development, Quality of Life, Infrastructure, Government and Private Sector Leadership. Key benchmarks in the strategies for each foundation area will be used to measure the progress of Envision Cabarrus each year. Judge Horton stressed the importance of all vision partners, including local governments and community organizations, to participate in the implementation of the vision plan. Mr. Tom Dayvault, President and Interim CEO for the Cabarrus Regional Chamber of Commerce, thanked Board members for their involvement and leadership in the Envision Cabarrus process. He also thanked the County's Information Technology Services Department for their assistance in putting the information on the Internet. Appreciation was expressed to Judge Horton for his leadership in the Envision Cabarrus project. The Board received the draft Envision Cabarrus document as information. Any input to the draft document should be submitted to the Task Force by September 21, 2001. Plans are to complete the final document next week. Road Name Change - Unnamed Easement off Bradford Road to Cress Farm Road - Public Hearing - 6:30 p.m. Mr. Jonathan Marshall, Planning Services Director, introduced the request to name an easement off Bradford Road as "Cress Farm Road." He stated a majority of property owners who reside along the easement support the proposed road name. At 8:25 p.m., Chairman Fennel opened the public hearing concerning the naming of an unnamed easement as Cress Farm Road and asked if anyone wished to speak either for or against the road name. The Notice of the Public Hearing was published in THE INDEPENDENT TRIBUNE on September 7 and 16, 2001. There was no one present to address the Board, and Chairman Fennel closed the public hearing. UPON MOTION of Commissioner Privette, seconded by Commissioner Suggs and unanimously carried, the Board approved Petition 01-03 to name an unnamed easement off Bradford Road as Cress Farm Road. Proposed Issuance of Tax-Exempt Adjustable Mode Recreational Facilities Revenue Bonds by the Industrial Facilities and Pollution Control Financing Authorit~ For the Cannon Memorial YMCA - Public Hearing - 6:30 Mr. Fletcher L. Hartsell, Jr., County Attorney, explained the change in State law that allows the Industrial Facilities and Pollution Control Financing Authority to issue tax-exempt bonds to finance recreational type facilities such as those operated by the Young Men's Christian Association (YMCA) or other 501(c) (3) organizations. He stated to his knowledge this was the first issuance of this type of bond in the State of North Carolina. Further, Mr. Hartsell stated neither the County nor the Authority will bear any legal liability for payment of the bonds. Mr. Clifton reminded the Board of the County's commitment to contribute $1 million over a period of two years towards the construction of the new YMCA facility. The commitment is 'based upon a contract for the YMCA to provide facilities for organized swim activities by the school system. At 8:30 p.m., Chairman Fennel announced that the Board of Commissioners for the County of Cabarrus (the "Board") would proceed to hold a public hearing and would hear anyone who wished to be heard on the proposed issuance by The Cabarrus County Industrial Facilities and Pollution Control Financing Authority (the "Authority~) of not exceeding $8,300,000 aggregate principal amount of its Tax-Exempt Adjustable Mode Recreational Facilities Revenue Bonds (the "Bonds"), the proceeds of which will be loaned to the Cannon Memorial Young Men's Christian Association, a North Carolina nonprofit corporation (the "YMCA#), for the purpose of financing the cost of (1) constructing, equipping and furnishing a recreational facility located in Concord, North Carolina (2) renovating the YMCA's existing recreational facility located in Kannapolis, North Carolina and (3) other improvements related to the tax-exempt purpose of the YMCA (collectively, the "Project#).
