202 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in recessed <br />session in the Multipurpose Room at the Cabarrus County Governmental Center <br />in Concord, North Carolina, on Saturday, October 13, 2001, at 8:30 a.m. <br /> <br />Present - Chairman: Arne L. Fennel <br /> Vice Chairman: Robert W. Carruth <br /> Commissioners: Robert M. Freeman <br /> Coy C. Privette <br /> Richard D. Suggs <br /> <br /> Also present were Mr. Frank W. Clifton, Jr., County Manager; Mr. <br />Fletcher L. Hartsell, Jr., County Attorney; Mr. Blair Bennett, Deputy County <br />Manager for Administration; Mr. John Day, Deputy County Manager for <br />Operations; and Mrs. Frankie F. Bonds, Clerk to the Board. Others present <br />included Mr. Jonathan Marshall, Planning Services Director; Mr. Mike Downs, <br />Development Services Director; Mr. Don Cummings, Human Resources Director; <br />Ms.. Dawn McHale, Tax Administrator; Ms. Pam Dubois, Assistant Finance <br />Director; and Mr. Mark Chappuis, Expo General Manager. <br /> <br /> Chairman Fennel was absent for the beginning of the meeting. <br />Chairman Carruth called the meeting to order at 8:42 a.m. <br /> <br />Vice <br /> <br />Jail Facilities Study <br /> <br /> Sheriff Brad Riley presented an overview of current jail facilities and <br />the status of the jail facilities project. The existing jail has 142 beds <br />and is daily over capacity. A "full capacity" letter has been in place for <br />four years and individuals who receive a sentence of at least 30 days are <br />automatically sent to prison rather than remaining in the' local jail. The <br />jail consultant, Freeman White, is working with staff in assessing the future <br />detention and office space needs for the Sheriff's Department and how to best <br />meet those demands. The project is now 65 percent complete. <br /> <br /> Chairman Fennel arrived at 8:53 a.m. and presided over the remainder of <br />the meeting. <br /> <br /> Ms. Janet Slack, Planner, reported that the consultant has projected a <br />need for 364 beds over the next 20 years based on population data and arrest <br />numbers for Cabarrus County. Space requirements are estimated at a total of <br />approximately 150,000 gross square feet, including 120,000 square feet for <br />the jail and 22,000 feet for administration and operations. <br /> <br /> Lieutenant Scott Hayworth briefly reviewed the various jail facility <br />expansion options, including expanding vertically above the existing jail, <br />locations remote from the existing jail site and constructing a facility on <br />the parking lot adjacent to the existing jail. Two options, both of which <br />are to construct a new facility on the adjacent parking lot, appear to be the <br />most practical pending further study. One option is to construct a seven- or <br />eight-story building and the other is to construct a lower structure, <br />possibly stretching across Means Avenue and requiring the acquisition of <br />additional property. There are a number of issues to be addressed regarding <br />each option. <br /> <br /> In summary, Mr. Clifton estimated it would take three to five years to <br />complete the design and construct the new jail facility. He suggested that <br />Board members might wish to visit jails in other counties to look at the <br />different types of jail facilities and operations. <br /> <br /> Staff will continue to investigate the two options and will provide <br />additional information as the various issues are addressed. <br /> <br />Recognition of Janet Slack <br /> <br /> Mr. Jonathan Marshall, Planning Services Director, recognized Ms. Slack <br />for achieving membership in the American Institute of Certified Planners <br />(AICP). <br /> <br />Water and Sewer Pro~ect Status <br /> <br /> Mr. John C. Murdock, III, Executive Director of the Water and Sewer <br />Authority of Cabarrus County (WSACC), presented an update of the Water and <br />Wastewater Master Plan and reviewed the capital improvement plans for the <br />water and wastewater systems through 2050. He addressed the need to provide <br />additional water supplies for Cabarrus County and reviewed the options of' <br />acquiring water from Albemarle, Salisbury and/or Charlotte. Mr. Murdock also <br />discussed the interbasin transfer requirements and the possibility of <br /> <br /> <br />
