Fennel, Chairman <br />Board of Commissioners <br /> <br />Proposed Utility Connection Fee System (Area Bounded by 1-85 on the North~ <br />Mecklenburg County on the West~ Highway 24-27 on the South and Highway 601 on <br />the East) - Public Hearing - 6:30 <br /> <br /> Mr. Marshall presented the following proposed Resolution to expand the <br />utility connection fee that is in place in the Northwest Area to an area <br />south of the Town of Harrisburg {Southwest Area). <br /> (Proposed) <br /> CABARRUS COUNTY <br /> WATER AND SEWER CHARGES FOR THE <br /> NORTHWEST DISTRICT AND SOUTHWEST DISTRICT <br /> <br /> WHEREAS, the County of Cabarrus desires to plan for growth <br />and to facilitate such growth through the provision of water and <br />sewer service. The Northwest District and Southwest District <br />shall include the land bounded by Interstate 85 beginning at the <br />Mecklenburg County line and east along 1-85 to Highway 73 <br />interchange as the South Boundary; and west along Highway 73 and <br />including lands fronting both sides of Highway 73 to Odell School <br />Road and north on Odell School Road to Mooresville Road (NC 136) <br />and north on Mooresville Road (NC 136) to the Iredell County line <br />as the East Boundary; west along the Iredell County line to the <br />Mecklenburg County line as the North Boundary; and south along <br />the Mecklenburg County line to Interstate 1-85 as the West <br />Boundary, and enact a utility connection fee system in an area <br />bounded by Interstate 1-85 on the North, Mecklenburg County on <br />the West, Highway 24-27 on the South and Highway 601 on the East; <br />and <br /> <br /> WHEREAS, the County of Cabarrus requires a recapture plan <br />from connection to the water and sewer lines; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED, by the Board of County <br />Commissioners of the County of Cabarrus, that: <br /> <br /> Section 1: Future users connection to the lines within the <br />Northwest District and Southwest District and have not <br />participated financially in the construction of extensions shall <br />be required to pay an assessment fee for each line connection as <br />follows: <br /> <br />Assessment A or B applies - (whichever is greater). <br /> <br />ao <br /> <br />Water <br />~" service meter $500.00 <br />1" service meter $500.00 <br />2" service meter --- $1,000.00 <br />4" service meter --- $1,000.00 <br />6" service meter --- $2,000.00 <br />Fire Line $1,000.00 <br />Sewer Connections -- $500.00 per lot. <br /> <br />Bo <br /> <br />Commercial and Industrial users will be assessed $2,000.00 <br />per developed acre. Any additional acreage will be <br />assessed as it is developed. <br /> <br />This fee is in addition to normal fees charged by the City of <br />Concord and the City of Kannapolis and shall be paid to Cabarrus <br />County in full prior to obtaining building permits and will be <br />reviewed from time to time as appropriate. The County shall <br />retain a one and one-half percent (1~%) collection fee. <br /> <br /> Section 2: The assessment fee required in Section 1 shall <br />not be imposed on any business that is owned by low-and-moderate <br />income person, any business whose employees total at least 51% <br />low-and-moderate income persons, or any residence that is owned <br />and occupied by low-and-moderate income persons. <br /> <br /> <br />
