22O <br /> <br />requested rate increase was acceptable under required FCC guidelines. <br />However, the Board at that time had taken no action to accept the rate review <br />findings and had denied the rate increase. Since the Board had not specified <br />reasons explaining its denial of the rate increase, Time Warner had appealed <br />the denial to the FCC as without basis. <br /> <br /> There was lengthy discussion regarding the requested cable rate <br />increase and the FCC Order remanding the local rate order to the Board. <br />Issues addressed by the Board included the following: (1) the Board's role <br />in the cable television rate re%iew process; (2) the lack of justification <br />for an increase in cable rates by Time Warner; (3) the current economic <br />situation in Cabarrus County, specifically the large number of people out of <br />work, the ceasing of operations by Corning, Inc., the bankruptcy by Pillowtex <br />and difficulties of local hosiery mills; (4) the amount of the requested <br />increase in the basic cable rate from $6.37 per month to $6.67 per month; and <br />(5) the possibility of looking at other companies to provide cable service in <br />Cabarrus County. <br /> <br /> 'UPON MOTION of Commissioner Privette, seconded by Commissioner Suggs <br />and unanimously carried, the Board voted to deny the request by Time Warner <br />Cable to increase its 2001 cable rates for the following reason: Because of <br />the economic conditions currently applicable in Cabarrus County, where we <br />have a lot of people out of work and major industries that have curtailed <br />their operations (Corning, Inc.) and/or are in bankruptcy (Pillowtex <br />Corporation), and in light of those economic factS, we should not add a <br />greater burden to the citizens of .Cabarrus County at this time and find the <br />requested rate increase to be unreasonable. <br /> <br />Mr. Day will notify the appropriate persons of the Board's decision. <br /> <br />APPOINTMENTS TO BOARDS AND COMMITTEES <br /> <br />Appointment Policy - Discussion and Direction <br /> <br /> The Board discussed the proposal to amend the County's Appointment <br />Policy whereby appointees to volunteer boards and committees shall reside in <br />Cabarrus County unless the Board makes an exception to the policy. <br /> <br /> UPON MOTION of Chairman Fennel, seconded by Commissioner Privette and <br />unanimously carried, the Board agreed to amend the Appointment Policy to <br />Boards and Committees to specify that appointees to volunteer boards and <br />committees shall be residents of Cabarrus County unless the Board grants an <br />exception to the policy. Further, the Board grandfathered all appointees who <br />currently reside outside the County to allow them to stay on those boards and <br />committees until their current term expires, at which time they will be <br />replaced with County residents. <br /> <br /> Current appointees who reside outside Cabarrus County include the <br />following: <br /> <br />Criminal Justice Partnership Program Advisory Board - <br /> Barrett Poppler - District Attorney or Designee Position <br /> Toni Shope - Community Based Corrections Position <br /> <br />Juvenile Crime Prevention Council - <br /> Amy Zacharias - Juvenile Defense Attorney <br /> <br />Parks and Recreation Commission - <br /> Lee Efird - Kannapolis School Board position <br /> <br />Region F EMS Advisory Council - <br /> Paula Fox (EMS Nurse Liaison/Trauma Coordinator at NorthEast Medical <br /> Center) <br /> <br />Tourism Authority - <br /> Terri Hill (Chamber of Commerce nominee) <br /> Lynne Priestly (At-large Member) <br /> <br />Transportation Advisory Board <br /> Susan Caudle - L.I.F.E.
