227 <br /> <br /> UPON MOTION of Chairman Fennel, seconded by Commissioner Privette and <br />unanimously carried, the Board requested Senator Fletcher L. Hartsell, Jr., <br />to develop proposed legislation that would prohibit municipalities outside <br />Cabarrus County from annexing into Cabarrus County without the approval of <br />the Board of County Commissioners. <br /> <br /> UPON MOTION of Vice Chairman Carruth, seconded by Commissioner Freeman <br />and unanimously carried, the Board grandfathered the annexation by the City <br />of Locust of property within Cabarrus County and approved the following <br />contract between Cabarrus County and the City of Locust for inspection <br />services. <br /> <br />Cabarrus County <br />Concord, North Carolina <br /> <br />CONTRACT <br /> <br />This contract is entered into this 3rd day of August, 2001 the City of Locust <br />and Cabarrus County. <br /> <br />The City of Locust and Cabarrus County, in consideration of the mutual <br />covenants, promises, and agreements herein contained, agree as follows: <br /> <br />Scope of Work: Cabarrus County shall provide Building, Electrical, Fire, <br />Mechanical, and Plumbing Permitting and Inspections as- required by the North <br />Carolina State Building Code for the City of Locust for a period from <br />September 17, 2001 to June 30, 2006. <br /> <br />Contract Documents: The Contract Documents consist of this signed form and <br />any Exhibits incorporated herein. <br /> <br />Compensation and Method of Payment: Cabarrus County shall provide all <br />services described in the Contract Documents, Cabarrus County shall receive <br />all plan review and permit fees associated with providing such services. The <br />plan review and permit fees will be determined by the Cabarrus County Board <br />of County Commissioners. The permit fees will be identical to those <br />collected throughout Cabarrus County. <br /> <br />In witness whereof the parties have caused this Contract to be duly executed, <br />intending to be bound thereby. <br /> <br />Cabarrus County <br />Authorized <br />Signature: /s/ Arne L. Bennett Finance Director <br /> <br />Closed Session <br /> <br /> UPON MOTION of Chairman Fennel, seconded by Vice Chairman Carruth and <br />unanimously carried, the Board moved to go into Closed Session to consult <br />with the County Attorney as authorized by North Carolina General Statute 143- <br />318.11(a) (3) and to discuss matters relating to the location or expansion of <br />industries or other businesses in Cabarrus County as authorized by North <br />Carolina General Statute 143-318.11(a) {4). <br /> <br /> UPON MOTION of Chairman Fennel, seconded by Commissioner Privette and <br />unanimously carried, the Board voted to end the Closed Session. <br /> <br />No action was reported from the Closed Session. <br /> <br />Adjournment <br /> <br /> There being no further business to come before the Board, Chairman <br />Fennel adjourned the meeting at 10:25 p.m. <br /> <br />Clerk to the Board <br /> <br /> <br />
