228 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, November 19, 2001, <br />at 6:30 p.m. <br /> <br />Present - Chairman: Arne L. Fennel <br /> Vice Chairman: Robert W. Carruth <br /> Commissioners: Robert M. Freeman <br /> Coy C. Privette <br /> Richard D. Suggs <br /> <br /> Also present were Mr. Frank W. Clifton, Jr., <br />Michael R. Burgner, Attorney with Hartsell, Hartsell <br />Frankie F. Bonds, Clerk to the Board. <br /> <br />County Manager; Mr. <br /> & White; and Mrs. <br /> <br />Chairman Fennel called the meeting to order at 6:30 p.m. <br /> <br /> Cadette Troop 2088 of Forest Hill United Methodist Church conducted the <br />Flag Ceremony. The following scouts participated in the ceremony: Kayla <br />Garcia, Collette Kinane, Christine McAdams, Patricia Nickols, Kristen Rowlett <br />and Jesslyn Williams. <br /> <br /> The invocation was given by Dr. Norbert F. Hahn of Mt. Hermon Lutheran <br />Church. <br /> <br />APPROVAL OR CORRECTION OF MINUTES <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner Freeman <br />and unanimously carried, the Board approved the minutes of October 12, 13, <br />and 22, 2001 as written. <br /> <br />APPROVAL OF THE AGENDA <br /> <br /> Mr. Clifton requested the addition of an item to consider construction <br />items at the Expo Park. <br /> <br /> Chairman Fennel stated he and County School Board Chair Cindy <br />Fertenbaugh had scheduled a joint meeting of the Commissioners and the School <br />Board on December 3, 2001 to discuss Item F-3 (Cabarrus County Board of <br />Education: Administrative Office Relocation on Old Airport Road; Additional <br />Per Pupil Funding Request; and 15-Year Facilities Plan Time Lines). <br /> <br /> UPON MOTION of Chairman Fennel, seconded by Vice Chairman Carruth and <br />unanimously carried, the Board approved the. Agenda as submitted with the <br />addition of the Expo Project construction items and removal of Item F-3 <br />concerning the requests by the Cabarrus County Board of Education. The <br />Commissioners will meet with the School Board on December 3 at 6:30 p.m. to <br />consider those'requests. <br /> <br />RECOGNITIONS AND PRESENTATIONS <br /> <br />Recognition of Sandra Boucher~ RDH~ Cabarrus Health Alliance Dental Program <br />Manager~ for Receiving the 2001 N. C. Public Health Staff Recoqnition Award <br />from GlaxoSmithKline <br /> <br /> Dr. William F. Pilkington, Cabarrus Health Alliance CEO and Public <br />Health Director, recognized Ms. Sandra Boucher, RDH, Cabarrus Health Allian.ce <br />Dental Program Manager, for receiving the 2001 North Carolina Public Health <br />Staff Recognition Award from GlaxoSmithKline. The local Smart Start Program <br />nominated Ms. Boucher for her work in developing the comprehensive dental <br />health program that provides services to all Medicaid and indigent children <br />in the county and does dental screening at all local day care centers. <br /> <br /> On behalf of the Board, Vice Chairman Carruth presented a Certificate - <br />of Outstanding Achievement to Ms. Boucher in recognition of her award from <br />GlaxoSmithKline. <br /> <br /> Ms. Boucher thanked the Board for the recognition and explained it <br />takes a team of persons to make the program successful, specifically the 23 <br />local dentists who volunteer their time to work in the dental clinic. <br /> <br /> <br />
