251 WHEREAS, four former Governor's of North Carolina established a 1997 commission to study why voter turnout has sunk to historic lows and the disillusionment with government; and · WHEREAS, studies indicate that electoral competition will increase significantly when reapportionment is removed from incumbent office-holders. THEREFORE, BE IT RESOLVED that the Cabarrus County Board of Commissioners'does hereby call upon the Governor and the General Assembly of North Carolina to establish a 15 member Citizen's Commission with the responsibility of redistricting the seats in the North Carolina General Assembly and also the North Carolina Congressional seats. This commission shall be appointed by the Governor with five appointments; the Lieutenant Governor with five appointments; and the Speaker of the House with five appointments. The chair of the commission will be named by the Governor from one,of his five appointments. BE IT FURTHER RESOLVED that copies of this resolution be sent to the other county commissions in North Carolina, the Governor, the Lieutenant Governor, the Speaker of the House, the Cabarrus delegation in the North Carolina General Assembly, and the North Carolina Congressional delegation. Freeman Chairman, Board of Commissioners Resolution Establishing the Regular Meeting Schedule for Calendar Year 2002 UPON MOTION of Commissioner Fennel, seconded by Commissioner Suggs and unanimously carried, the Board adopted the following Resolution establishing the 2002 meeting schedule with the January meeting to be held on January 28 and the July meeting on July 22. Resolution No. 2001-37 RESOLUTION ESTABLISHING THE REGULAR MEETING SCHEDULE FOR CALENDAR YEAR 2002 WHEREAS, the regular meetings of the Cabarrus County Board of Commissioners are currently held on the third Monday of each month at 6:30 p.m. in the Commissioners' Meeting Room at the Governmental Center; and WHEREAS, the Martin Luther King, Jr. Holiday and the National Association of Counties Annual Conference require a change in the regular meeting dates in January and July, 2002, respectivelY; and WHEREAS, North Carolina General Statute 153A-26 requires that the Board hold an organizational meeting on the first Monday of December for each even- numbered year. NOW, THEREFORE, BE IT RESOLVED, the Cabarrus County Board of Commissioners, pursuant to North Carolina General Statute 153A-40(a), does hereby: (1) Establish the Board's regular meeting schedule to meet on the third Monday of each month at 6:30 p.m. in the Commissioners' Meeting Room at the Governmental Center with the exception of the January 2002 meeting which will be held at 6:30 p.m. on Monday, January 28, 2002, and the July 2002 meeting which will be held at 6:30 p.m. on Monday, July 22, 2002. (2) Resolve that an organizational meeting will be held at 6:30 p.m. on Monday, December 2, 2002, in the Commissioners' Meeting Room; and (3) 'Set the following meeting dates for the calendar.year 2002: January 28, 2002 February 18, 2002 March 18, 2002 April 15, 2002 May 20, 2002 June 17, 2002 July 22, 2002 August 19, 2002 September 16, 2002 October 21, 2002 November 18, 2002 December 2, 2002 (Organizational Meeting) December 16, 2002 (4) Resolve that any recessed, special or emergency meeting will be held as needed with proper notice as required by North Carolina General Statute 153A-40.
