251 <br /> <br /> WHEREAS, four former Governor's of North Carolina established a 1997 <br />commission to study why voter turnout has sunk to historic lows and the <br />disillusionment with government; and <br /> · WHEREAS, studies indicate that electoral competition will increase <br />significantly when reapportionment is removed from incumbent office-holders. <br /> THEREFORE, BE IT RESOLVED that the Cabarrus County Board of <br />Commissioners'does hereby call upon the Governor and the General Assembly of <br />North Carolina to establish a 15 member Citizen's Commission with the <br />responsibility of redistricting the seats in the North Carolina General <br />Assembly and also the North Carolina Congressional seats. This commission <br />shall be appointed by the Governor with five appointments; the Lieutenant <br />Governor with five appointments; and the Speaker of the House with five <br />appointments. The chair of the commission will be named by the Governor from <br />one,of his five appointments. <br /> BE IT FURTHER RESOLVED that copies of this resolution be sent to the <br />other county commissions in North Carolina, the Governor, the Lieutenant <br />Governor, the Speaker of the House, the Cabarrus delegation in the North <br />Carolina General Assembly, and the North Carolina Congressional delegation. <br /> Adopted this 17th day of December 2001. <br /> <br />ATTEST: <br />/s/ Frankie F. Freeman <br /> <br />Chairman, Board of Commissioners <br /> <br />Resolution Establishing the Regular Meeting Schedule for Calendar Year 2002 <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Suggs and <br />unanimously carried, the Board adopted the following Resolution establishing <br />the 2002 meeting schedule with the January meeting to be held on January 28 and <br />the July meeting on July 22. <br /> Resolution No. 2001-37 <br /> RESOLUTION ESTABLISHING THE REGULAR MEETING SCHEDULE <br /> FOR CALENDAR YEAR 2002 <br /> <br /> WHEREAS, the regular meetings of the Cabarrus County Board of <br />Commissioners are currently held on the third Monday of each month at 6:30 <br />p.m. in the Commissioners' Meeting Room at the Governmental Center; and <br /> WHEREAS, the Martin Luther King, Jr. Holiday and the National <br />Association of Counties Annual Conference require a change in the regular <br />meeting dates in January and July, 2002, respectivelY; and <br /> WHEREAS, North Carolina General Statute 153A-26 requires that the Board <br />hold an organizational meeting on the first Monday of December for each even- <br />numbered year. <br /> NOW, THEREFORE, BE IT RESOLVED, the Cabarrus County Board of <br />Commissioners, pursuant to North Carolina General Statute 153A-40(a), does <br />hereby: <br /> (1) Establish the Board's regular meeting schedule to meet on the <br /> third Monday of each month at 6:30 p.m. in the Commissioners' <br /> Meeting Room at the Governmental Center with the exception of the <br /> January 2002 meeting which will be held at 6:30 p.m. on Monday, <br /> January 28, 2002, and the July 2002 meeting which will be held at <br /> 6:30 p.m. on Monday, July 22, 2002. <br /> (2) Resolve that an organizational meeting will be held at 6:30 p.m. <br /> on Monday, December 2, 2002, in the Commissioners' Meeting Room; <br /> and <br /> (3) 'Set the following meeting dates for the calendar.year 2002: <br /> January 28, 2002 <br /> February 18, 2002 <br /> March 18, 2002 <br /> April 15, 2002 <br /> May 20, 2002 <br /> June 17, 2002 <br /> July 22, 2002 <br /> August 19, 2002 <br /> September 16, 2002 <br /> October 21, 2002 <br /> November 18, 2002 <br /> December 2, 2002 (Organizational Meeting) <br /> December 16, 2002 <br /> (4) Resolve that any recessed, special or emergency meeting will be <br /> held as needed with proper notice as required by North Carolina <br /> General Statute 153A-40. <br /> Adopted this the 17tn day of December, 2001. <br /> <br /> <br />
