He stated his reason for
this recommendation as follows:

The Laerdal Heartstart model has a patented process that
monitors the amount of resistance to the heart muscle with each
shock. Each shock is maintained at a consistently lower watts
per second than the other model. The Physio-Control model
increases the watts per second with each additional shock.
Continued successive shocks at higher wattage reduces the
resistance of the heart muscle which in turn reduces the
potential for a successful resuscitation.
Additionally, Rowan-Cabarrus Community College already has
training equipment that is specific to the Laerdal monitor.
(Rowan County and surrounding agencies are presently using the
Laerdal monitor.)
Therefore, based on the information above, and on customer
satisfaction, it is my recommendation that the choice of purchase
should be Laerdal.

UPON MOTION of Chairman Fennel, seconded by Commissioner Privette and
unanimously carried, the Board awarded the bid for the purchase of automated
external defibrillators to the second lowest bidder, MedicMaster, in the
total amount of $33,916.40 based on the recommendation as stated in a
Memorandum dated February 15, 2000 from Mr. Ron Harwood, EMS Director, and
set forth above.

The Board by consensus agreed for the Chairman to send a letter of
appreciation to The Cannon Foundation for the grant of $35,000.00 to acquire
the new defibrillators.

Governmental Center Renovations for Planninq Services and Information
Technoloq7 Services Departments - Approve Budqet Amendment and Award
Construction Contract to Low Bidder, C.
