437 <br /> <br /> Mr. Clifton gave a brief update on the status of school land <br />acquisition. The Rocky River Middle School site has been surveyed and <br />ownership is in the process of being transferred. The only remaining issue is <br />whether sewer service will be available or a package treatment plant will be <br />needed on a temporary basis. The Harris Road site has been established as the <br />middle school site and the property will be acquired through interaction with <br />the developer or through condemnation. Architects are now designing a school <br />for that site. The three identified sites for an elementary school on Cox <br />Mill Road are being tested, upon completion of the testing, staff will have <br />a recommendation on the property to be pursued as a school site. <br /> <br />Request for $175,000 by the Cabarrus County Schools for Emerqenc¥ HVAC <br />Replacement at Wolf Meadow Elementary <br /> <br /> Mr. Don Clickner of the Cabarrus County Schools presented the request <br />for $175,000.00 in additional capital outlay funds for the County Schools. <br />The Schools 'had reallocated funds from roof replacements to pay for the <br />emergency replacement of the chillers at Wolf Meadow Elementary School. <br />Without the additional $175,000.00, the Schools will not be able to do the <br />scheduled roof replacements. <br /> <br /> There was discussion regarding the amount of the Schools capital outlay <br />appropriation for FY 2000, the County's funding of the merged maintenance <br />program for the County Schools and the Kannapolis City Schools, the need to <br />maintain school facilities and the proposal to delay consideration of the <br />additional capital outlay funding request until the upcoming budget review <br />sessions. <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Privette <br />with Commissioners Barnhart, Privette, Carpenter and Casper voting for and <br />Chairman Fennel voting against, the Board approved the request for the <br />appropriation of an additional $175,000.00 in capital outlay funds to the <br />County Schools to replace those funds originally designated for roof <br />replacement and used for emergency HVAC replacement at Wolf Meadow <br />Elementary. Further, the Board authorized the appropriate budget amendment <br />allocating the $175,000.00 from Fund Balance Appropriated to Cabarrus County <br />Schools-Capital Outlay. <br /> <br />Request for Support for the Implementation of Local Transit Service <br /> <br /> The Board received the letter dated March 21, 2000 from Mr. Kenneth B. <br />Geathers, Chairman of the Cabarrus/South Rowan Urban Area Metropolitan <br />Planning Organization (MPO), requesting formal notification by the Board as <br />to its support, or nonsupport, for the implementation of local transit <br />service. In August 1999, the MPO endorsed the recommendations proposed in the <br />transit feasibility study completed by Gannett-Fleming Engineering <br />Consultants and invited the County to participate in the development of <br />public transportation service. <br /> <br /> Commissioner Privette made a motion, seconded by Commissioner Casper, <br />to delay consideration of the request concerning participation in local <br />transit service until the May meeting. <br /> <br /> UPON SUBSTITUTE MOTION of Chairman Fennel, seconded by Commissioner <br />Privette and unanimously carried, the Board stated its verbal support of <br />efforts by the cities to pursue local transit service but declined any <br />financial participation by the County in the transit project due to the <br />County's funding of schools. <br /> <br />Resolution Requestinq Authorization by the North Carolina General Assembly to <br />Establish Impact Fees <br /> <br /> As directed by the Board at its work session on March 27, 2000, the <br />following Resolution was included in the Agenda for consideration. <br /> <br /> Resolution No. 2000-13 <br />A RESOLUTION REQUESTING AUTHORIZATION <br /> TO ESTABLISH IMPACT FEES <br /> <br /> WHEREAS, Cabarrus County is experiencing unprecedented residential <br />growth with an annualized growth rate of 3%, and that growth rate is <br />increasing each year, and; <br /> WHEREAS, Cabarrus County determined in 1996 that a capital cost for <br />school facilities is incurred for each new residential use equal to $3,161 in <br />rural areas, $3,156 in urban areas, and $8,067 in transitional areas, and; <br /> <br /> <br />
