42~ <br /> <br /> WHEREAS, the vast majority of citizens in Cabarrus County believe in <br />the Judeo-Christian values that have made and keep our country great; and <br /> WHEREAS, we all need to continually give thanks to God for his many <br />blessings in our lives and to pray for those in authority (I Timothy 2:1-2) <br />and for our county, our state and our nation; and <br /> WHEREAS, Jeremiah 29 says to pray for God's guidance in your life and <br />that of our country; and <br /> WHEREAS, Isaiah 59 says to exercise humility and repentance with <br />confession for yourself and for our nation, praying that our country will <br />return to its spiritual roots; and <br /> WHEREAS, I Timothy 2 and Romans 12 tell us to pray that the people of <br />our nation would respect one another and be bound together beyond racial and <br />religious barriers, asking for God's unity to restore the people. <br /> THEREFORE, the Cabarrus County Board of Commissioners declares that the <br />first Thursday in May this year (May 4, 2000) and each subsequent year be <br />declared The Annual Cabarrus County Day of Prayer. To make reservations, persons <br />should call 782-1243, 788-8100 or 782-8946. <br /> <br />Meetinq with the Concord City Council <br /> <br /> The Board by consensus agreed to meet with the Concord City Council on <br />Tuesday, April 25, 2000, at 6:30 p.m. to discuss an economic development <br />project. The meeting will be held in the Multipurpose Room at the <br />Governmental Center. <br /> <br />OLD BUSINESS <br /> <br />Reconsideration of Zonlnq Atlas Amendment Petition C00-02(R) - Petition by <br />Robert Burkett to Rezone Approximatgly 446 Acres of Propgrty - Chairman Arne <br />Fennel <br /> <br /> On March 20, 2000, the Board held a public hearing on Petition COO- <br />02(R) by Robert W. Burkett (J & B Management and Development, Inc.) to rezone <br />approximately 446 acres of property in Township 3 from Low Density <br />Residential to High Density Residential Special Use and General Commercial. <br />A motion at that meeting by Commissioner Privette, seconded by Chairman <br />Fennel, to approve the rezoning failed with Commissioner Privette voting for <br />and Chairman Fennel and Commissioners Carpenter and Barnhart voting against. <br />Chairman Fennel stated at that time he would make a motion to reconsider the <br />Petition at the May Board meeting. <br /> <br /> UPON MOTION of Chairman Fennel, seconded by Commissioner Casper and <br />unanimously carried, the Board voted to reconsider Petition C00-02(R) by <br />Robert W. Burkett (J & B Management and Development, Inc.) to rezone property <br />in the Odell Township. <br /> <br /> Commissioner Privette and Chairman Fennel spoke in support of the <br />proposed Moss Farms development. Commissioners Carpenter and Barnhart briefly <br />addressed concerns associated with the proposed development. <br /> <br /> UPON MOTION of Chairman Fennel, seconded by Commissioner Privette and <br />unanimously carried, the Board tabled consideration of Petition C00-02(R) by <br />Robert W. Burkett until a work session on May 8, 2000, at 6:30 p.m. The <br />Board will discuss the proposed development with Mr. Burkett at that time. <br /> <br />Report on the Condition of Odell Elementary School - Mr. Don Clickner <br /> <br /> Mr. Don Clickner of Cabarrus County Schools presented a comprehensive <br />Facilities Condition and Evaluation Report for W. R. Odell Elementary School. <br />He stated the school was added to the ten-year facilities plan in 1995 with <br />replacement scheduled in 2005. Mr. Clickner reviewed the list of 41 <br />deficiencies associated with the school and presented slides showing a number <br />of those deficiencies. The deficiencies included but were not limited to the <br />following: small classrooms; no interior entrances to the restrooms for <br /> <br /> <br />
