456 <br /> <br /> UPON MOTIO~ of Chairman Fennel, seconded by Commissioner Privette and <br />unanimously carried, the Board approved the following Memorandum of <br />Understanding, approved the following budget amendment appropriating the <br />funding contributions from other local governments and approved the proposed <br />contract with LS3P Associates for the development of the Livable Community <br />Blueprint at a cost of $76,500.00. <br /> <br /> MEMOPJ~NDUM OF UNDERSTANDING <br /> Between <br /> THE COUNTY OF CABARRUS, THE CITY OF CONCORD, THE CITY OF <br />KANNAPOLIS, THE TOWN OF HARRISBURG, THE TOWN OF MOUNT PLEASANT, THE CAB;LRRUS <br />HEALTH ALLIA/qCE AND THE CABARRUS-SOUTH ROWAN METROPOLITAN PLANNING <br />ORGANIZATION <br /> FOR <br /> PREPARATION OF A MULTI-JURISDICTIONAL <br /> LIVABLE COMMUNITY BLUEPRINT <br /> <br />WITNESSETH <br /> <br /> THAT WHEREAS, Cabarrus County has, in recent years, experienced greater <br />levels of residential, commercial and industrial development than at any time <br />in its history; and <br /> WHEREAS, in the wake of this development, the City of Concord, the City <br />of Kannapolis, the Town of Harrisburg, the Town of Mount Pleasant and the <br />County of Cabarrus have identified the need for preserving open space, <br />providing adequate recreational and park facilities and identifying bicycle <br />and pedestrian routes; and <br /> WHEREAS, the City of Concord, the City of Kannapolis and the County of <br />Cabarrus included in their FY 2000 budgets funding for parks and recreation <br />master plans; and <br /> WHEREAS, staff members from the City of Concord, the City of <br />Kannapolis, the Town of Harrisburg, the Town of Mount Pleasant, the Cabarrus <br />Health Alliance, the Cabarrus-South Rowan Metropolitan Planning Organization <br />and the County of Cabarrus have agreed to participate in the selection of the <br />consultant and in the preparation of a parks and recreation master plan and a <br />bicycle and pedestrian transportation plan, known as a "Livable Community <br />Blueprint (LCB)"; and <br /> WHEREAS, after interviews and deliberations, the staff members of the <br />jurisdictions have selected LS3P Associates Ltd. of Charlotte and Charleston <br />to prepare the LCB; and <br /> WHEREAS, the City of Concord and the City of Kannapolis, the Town of <br />Harrisburg, the Town of Mount Pleasant, the Cabarrus Health Alliance, the <br />Cabarrus-South Rowan Metropolitan Planning Organization and County of <br />Cabarrus have agreed to contribute funding for compensation of LS3P; and <br /> WHEREAS, drafting and adoption of the LCB will forward the <br />transportation planning goals and the mission of the Cabarrus-South Rowan <br />Metropolitan Planning Organization, and <br /> WHEREAS, the MPO has in its Planning Work Program available funding for <br />a bicycle and pedestrian transportation plan, which will be part of the LCB; <br /> WHEREAS, drafting and adoption of the LCB will forward community health <br />goals and the mission of the Cabarrus Health Alliance, and <br /> WHEREAS, the Cabarrus Health Alliance has in its Cardiovascular Health <br />Program funding that may be used for conducting public meetings and for a <br />bicycle and pedestrian transportation plan, which will be part of the LCB; <br /> NOW, THEREFORE, the parties hereto do mutually agree as follows: <br /> SECTION 1: It is hereby agreed that the County of Cabarrus will act as <br />lead agency in the development of the LCB, and shall be responsible for the <br />compensation of the consultant, as specified in the Agreement for <br />Professional Services between the County of Cabarrus and LS3P, hereinafter <br />the Consultant Contract, which is incorporated herein by reference as a part <br />of this agreement. <br /> SECTION 2: It is hereby agreed that the project shall be performed in <br />accordance with the Consultant Contract and shall begin immediately, and will <br />be generally completed within nine months. <br /> SECTION 3: It is hereby agreed that each of the jurisdictions will <br />advance the following sums to the County of Cabarrus for preparation of the <br />LCB; the City of Concord and the City of Kannapolis: $15,500 ; the Town of <br />Harrisburg : $2,000 and the Town of Mount Pleasant : $1,000; the Cabarrus <br />Health Alliance: $10,000; the Cabarrus~South Rowan Metropolitan Planning <br />Organization: $17,000. This total of $61,000 shall be added to the $15,500 <br />budgeted by the lead agency. <br /> SECTION 4: It is hereby agreed that, if during the progress of the <br />project additional tasks are necessary, or desired by individual <br />jurisdictions, the actual amount of such future contributions shall be <br />determined and budgeted at that time. <br /> <br /> <br />
