458 <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Chairman Fennel and <br />unanimously carried, the Board appointed Mr. Timothy F. Cain to the <br />Centralina Development Corporation for a term of one year beginning July 1, <br />2000 and ending June 30, 2001. <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner Barnhart <br />and unanimously carried, the Board appointed Dr. Raphael T. Dixon to the <br />Centralina Development Corporation for a term of one year beginning July 1, <br />2000 and ending June 30, 2001. <br /> <br /> Mr. Cain and Dr. Dixon will replace Mr. Branson Jones and Mr. Eddie B. <br />Durham who have served as members of the Centralina Development Corporation <br />for six consecutive years and seven consecutive years, respectively. <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Chairman Fennel and <br />unanimously carried, the Board reappointed Commissioner Carpenter to the <br />Centralina Development Corporation for a term of one year ending June 30, <br />2001. <br /> <br />Centralina Workforce Development Board <br /> <br /> The Board received the request from Mr. David L. Hollars, Workforce <br />Development Director with the Centralina Council of Governments, for the <br />appointment/reappointment of two members (Public Employment Service <br />representative and Private Sector representative) from Cabarrus County to the <br />Centralina Workforce Development Board. The Public Employment Service <br />representative replaced the Organized Labor position that was transferred to <br />Lincoln County. <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Privette <br />and unanimously carried, the Board appointed Mr. Tim Beam (Cabarrus County <br />Employment Security Commission/JobLink Career Center Manager) to the Public <br />Employment Service position on the Centralina Workforce Development Board for <br />a term of two years beginning July 1, 2000 and ending June 30, 2002. <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Privette <br />and unanimously carried, the Board reappointed Mr. Mark Whitley as a Private <br />Sector representative to the Centralina Workforce Development Board for a <br />term of two years ending June 30, 2002. <br /> <br /> Commissioner Carpenter, who serves as the Cabarrus County member on the <br />Centralina Workforce Development Consortium, stated her schedule would not <br />permit her to attend the Consortium meetings. Commissioner Privette, who <br />serves as liaison to the Rowan-Cabarrus Community College, agreed to swap <br />liaison appointments with Commissioner Carpenter. <br /> <br /> UPON MOTION of Chairman Fennel, seconded by Commissioner Barnhart and <br />unanimously carried, the Board agreed to the following liaison appointments: <br />Centralina Workforce Development Consortium - Commissioner Prive~te; Rowan- <br />Cabarrus Community College - Commissioner Carpenter. <br /> <br />Water and Sewer Authority Board of Directors <br /> <br /> The terms of appointment for Commissioner Barnhart and Mr. Kenneth F. <br />Payne as members of the Water and Sewer Authority Board end in June. The <br />Board received the letter from Mr. Payne stating he did not wish to be <br />considered for reappointment. <br /> <br /> Commissioner Barnhart nominated County Manager Frank Clifton for <br />appointment to the Authority Board of Directors. <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Commissioner Barnhart <br />and unanimously carried, the Board appointed County Manager Frank Clifton to <br />the Water and Sewer Authority Board of Directors for a term of three years <br />ending in June 2003. <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Commissioner Privette <br />and unanimously carried, the Board reappointed Commissioner Barnhart to the <br />Water and Sewer Authority of Cabarrus County for a term of three years ending <br />in June 2003. <br /> <br />Criminal Justice Partnership Advisory Board <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Chairman Fennel and <br />unanimously carried, the Board approved the following reappointments to the <br />Criminal Justice Partnership Advisory Board for a term of three years ending <br /> <br /> <br />
