487 <br /> <br /> Resolution No. 2000-22 <br />RESOLUTION TO APPROVE THE CABARRUS COUNTY <br /> SOLID WASTE PLAN THREE YEAR UPDATE <br /> <br /> WHEREAS, better planning for solid waste will help protect public <br />health and the environment, provide for an improved solid waste management <br />system, better utilize our natural resources and control the cost of solid <br />waste management; and <br /> WHEREAS, N. C. General Statute 130A-309.09A(b) requires each unit of <br />local government, either individually or in cooperation with other units of <br />local government, to develop a 10-year comprehensive solid waste management <br />plan with subsequent three year updates; and <br /> WHEREAS, Cabarrus County was represented on the Cabarrus County <br />Planning Advisory Committee and has been actively involved in the planning <br />process; and <br /> NOW, THEREFORE, BE IT RESOLVED that the Cabarrus County Board of <br />Commissioners hereby approves the Cabarrus County Comprehensive Solid Waste <br />Management Plan Three Year Update. <br /> Adopted this 19tn day of June, 2000. <br /> <br />ATTEST: <br />/s/ Frankie F. Fennel <br /> <br />Arne Lo Fennel, Chairman <br /> <br />Desiqnation of Votinq Deleqate and Alternate Deleqate to the 2000 Annual <br />Conference of the National Association of Counties to be Held in Charlotte on <br />July 14 - 18, 2000 <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Commissioner <br />Privette and unanimously carried, the Board named Chairman Fennel as the <br />County's voting delegate to the National Association of Counties 2000 Annual <br />Conference to be held in Charlotte on July 14-18, 2000. <br /> <br /> UPON MOTION of Chairman Fennel, seconded by Commissioner Privette and <br />unanimously carried, the Board Commissioner Carpenter as the County's <br />alternate delegate to the National Association of Counties Annual Conference <br />in July. <br /> <br />Desiqnation of Vo~inq Del~qate to the 2000 Annual Conference of the North <br />Carolina Association of County Commissioners to be Held on Auqust 10-13, 2000 <br /> <br /> The Board deferred the designation of a voting delegate to the North <br />Carolina Association of County Commissioners Annual Conference until the <br />meeting on June 26. <br /> <br />APPOIN~'MENTS TO BOARDS A/TD COMMITTEES <br /> <br />Public Health Authority of Cabarrus County <br /> <br /> On May 16, 2000, the Cabarrus Health Alliance Board unanimously <br />approved the recommendation for the appointment/reappointment of three board <br />members representing the public sector: Reappoint Mr. Charles Phillips and <br />Ms. Wanda Douglas; Appoint Dr. Caryn Massari to fill the position previously <br />held by Dr. Carolyn Thompson who did not seek reappointment. <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Commissioner <br />Privette and unanimously carried, the Board reappointed Mr. Charles Phillips <br />and Ms. Wanda Douglas as public sector members of the Public Health Authority <br />of Cabarrus County (Cabarrus Health Alliance Board) for terms of three years. <br />Further, the Board appointed Dr. Caryn Massari as the third public sector <br />member of the Authority for a term of three years. Ail terms of appointment <br />will end on June 30, 2003. <br /> <br />Cabarrus Parks and Recreation Commission (Township 11 Representative) <br /> <br /> The Board received the resignation of Mr. Scott E. Schaal as the <br />Township 11 representative on the Parks and Recreation Commission. The <br />Commission has recommended the appointment of Mr. Ronald Todd Karriker to <br />fill the position. <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner <br />Carpenter and unanimously carried, the Board appointed Mr. Ronald Todd <br /> <br /> <br />
