479 Reservoir for a total cost of $800,000.00. Cabarrus County appropriation will be as follows: 2000 - $60,000.00; 2001 $120,000.00; and 2002 $220,000.00. CIP Aerial Photography project reduced $500,000.00. JCPC funding expenses decreased $9,377.00. Commissioners' Contingency was increased to $561,727.00 (Undesignated revenues) LANDFILL FUI~D: Clean-out of sediment pond located at the Cabarrus County Landfill. Project cost of $175,000.00 will be allocated to the purchased service expense. This expense will require a budget amendment prior to service rendered. To be funded via post-closure funds. Additional funding in the Landfill FY 2001 is represented by the following additional changes and deletions. White Goods Expense $ 250,000.00 Advertising Expense 3,500.00 Purchased Service Expense 25,000.00 Storage Building 35,000.00 Recycling Coordinator 39,495.00 Deletions: Consultants (36,000.00) Passive Methane Gas Ventilation (180,000.00) The above referenced changes represent a total net amount of undesignated revenues from the Preliminary Budget of $561,727.00. Commissioner Privette made a motion, seconded by Chairman Fennel, that the Board approve the FY 2000-2001 Cabarrus County Budget, set the County's tax rate at 56 cents (a reduction of three cents) and incorporate all the changes that had been made to the preliminary budget with the exception of the requested increase in the fire tax rate for the Harrisburg Fire Tax District which would be deferred until the meeting on June 26, 2000. There was brief discussion regardin9 the decrease in the tax rate due to the increase in the County's tax base, funding for new schools, concern that the cities of Concord and Kannap~lis are considering a tax increase and the need for additional information concerning the request for an increase in the Harrisburg Fire District tax. UPON MOTION of Commissioner Privette, seconded by Commissioner Carpenter and unanimously carried, the Board voted to amend the preliminary FY 2000-2001 Cabarrus County Budget to include a County appropriation of $26,000.00 from the Contingency Fund to the Cabarrus Arts Council. Chairman Fennel requested the Arts Council to work this next year to replace those County funds with private funds for FY 2001-2002. He stated the County would work on building a facility that all citizens can use for many different events, including the arts.
